Yuxi city forest fire prevention regulations
Chapter I General Provisions Article 1 In order to effectively prevent and put out forest fires, safeguard people's lives and property safety, protect forest resources and biodiversity, and maintain ecological security, these Regulations are formulated in accordance with the Forest Law of People's Republic of China (PRC), the Regulations on Forest Fire Prevention of the State Council and the Regulations on Forest Fire Prevention of Yunnan Province, and combined with the actual situation of this Municipality. Article 2 These Regulations shall apply to the prevention, fighting and post-disaster disposal of forest fires within the administrative area of this Municipality. Article 3 Forest fire prevention shall follow the principles of putting prevention first and actively fighting, and adhere to the principles of people-oriented, scientific fighting, combining experts with groups, giving priority to experts, territorial management and graded responsibility. Article 4 The people's governments of cities and counties (districts) shall incorporate the work of forest fire prevention into the national economic and social development plan, and the funds for forest fire prevention into the fiscal budget at the corresponding level.

Management institutions such as nature reserves, scenic spots, forest parks and forest farms shall arrange special funds for forest fire prevention to strengthen the prevention, fighting and protection of forest fires. Article 5 Where forest fire prevention involves more than two administrative regions, the relevant people's governments shall determine the forest fire prevention joint defense areas, establish joint defense mechanisms, formulate joint defense systems and measures, and do a good job in forest fire prevention. Article 6 All units and individuals have the obligation to prevent and report forest fires. Chapter II Institutions and Responsibilities Article 7 Forest fire prevention work shall be under the responsibility system of the chief executives of the people's governments at all levels. The main person in charge of the people's governments at all levels is the first person responsible for forest fire prevention and bears the main leadership responsibility; The person in charge is the main person in charge and bears the direct leadership responsibility.

City, county (District) people's government department in charge of forest fire prevention is responsible for the supervision and management of forest fire prevention within their respective administrative areas.

Other relevant departments of the municipal and county (District) people's governments shall be responsible for the relevant forest fire prevention work in accordance with their duties.

Township (town) people's governments and sub-district offices shall implement the responsibility of forest fire prevention, organize personnel to patrol mountains and protect forests, and carry out forest fire prevention work such as investigation of forest fire hazards.

Village (neighborhood) committees with forest fire prevention tasks shall incorporate forest fire prevention into village regulations and residents' conventions, clarify relevant personnel, and assist in forest fire prevention work.

Nature reserves, scenic spots, forest parks, forest farms and other management institutions should implement the responsibility of forest fire prevention, equipped with full-time personnel, do a good job in forest fire prevention within the scope of management.

Forest, forest and woodland management units and individuals shall bear the responsibility of forest fire prevention within their business scope, and implement forest fire prevention management and protection personnel and fire prevention measures. Eighth people's governments at all levels shall establish a responsibility system for forest fire prevention, sign a responsibility book for forest fire prevention, and incorporate forest fire prevention work into the assessment management. Ninth city and county (District) people's government shall set up a forest fire prevention headquarters, responsible for organizing, coordinating and guiding the forest fire prevention work within their respective administrative areas, and establish a full-time command system. The office of forest fire prevention headquarters is responsible for the daily work, and its preparation and staffing are implemented in accordance with relevant state regulations.

Township (town) people's governments and sub-district offices shall set up forest fire prevention headquarters to be responsible for forest fire prevention work within their respective administrative areas. Tenth city and county (District) people's government forest fire prevention headquarters shall perform the following duties:

(a) publicity and implementation of forest fire prevention laws, regulations and policies;

(two) to inspect and supervise the forest fire prevention work within their respective administrative areas;

(three) to formulate plans and measures for forest fire prevention and improve the forest fire prevention, fighting and security system;

(four) to guide the construction of forest fire fighting teams, organize skills training and emergency drills for forest fire prevention professionals, and promote the use of advanced forest fire prevention and fighting technology and equipment;

(five) timely start the emergency plan for forest fire disposal at the corresponding level, formulate fire-fighting plans, and organize and command forest fires in a unified manner;

(six) fire monitoring, fire prediction, coordinate and solve the problems related to forest fire prevention work;

(seven) other duties that should be performed by the forest fire prevention headquarters.

The township (town) people's government and the forest fire prevention headquarters of street offices shall perform relevant duties with reference to the provisions of the preceding paragraph. Eleventh units with forest fire prevention tasks shall perform the following duties:

(a) to carry out publicity and education activities on forest fire safety knowledge;

(two) to determine the forest fire prevention responsibility area and responsible person;

(3) Formulating measures to control fire sources in the wild;

(four) regular inspection and maintenance of forest fire prevention infrastructure, equipment and publicity signs;

(five) regular forest fire safety inspection, timely eliminate fire hazards. Twelfth city and county (District) people's government shall establish a professional forest fire brigade.

Township (town) people's government, street offices and nature reserves, scenic spots, forest parks, forest farms and other management institutions shall, according to actual needs, establish professional or semi-professional forest fire fighting teams.

Village (neighborhood) committees with forest fire prevention tasks can set up emergency forest fire fighting teams. Chapter III Prevention of Forest Fire Article 13 The period from June 12 to 1 in the following year is the city's forest fire prevention period, and the period from March 1 to May 3 1 is the city's high forest fire risk period.

The people's governments of cities and counties (districts) may decide to adjust the forest fire prevention period and high fire risk period according to the natural climatic conditions and fire occurrence laws within their respective administrative areas, report them to the forest fire prevention headquarters of the people's government at the next higher level for the record, and announce them to the public.
