According to the strategy of "one body and two wings", a lot of work has been done in promoting poverty alleviation, ex situ poverty alleviation, industrial poverty alleviation project construction, micro-credit and training transfer of rural surplus labor force in the whole village, and certain results have been achieved, achieving half of the time and half of the planned tasks.

In the work of linking poverty alleviation, many units pay more attention to it, and the work of linking poverty alleviation is relatively solid. For example, linked to CIIC, a poverty alleviation county, donated 40,000 yuan to support drought relief in our county.
Yang Jing, deputy director of the Standing Committee of the State People's Congress, laid the foundation stone in Zhaojiadian to guide the poverty alleviation work. Through extensive investigation and on-the-spot investigation, in accordance with the requirements of seeking truth from facts, adapting measures to local conditions and scientific planning, fully respecting the real wishes of the people in poverty-stricken areas, and focusing on the overall goal of economic and social development in the county, the "Twelfth Five-Year Plan" for poverty alleviation and development was successfully completed. During the "Twelfth Five-Year Plan" period, our bureau will adopt different ways to help the poor according to different poverty types. Develop poverty alleviation for the poor who have the ability to work, and carry out relocation and labor transfer training for the poor in areas lacking living conditions. In the next five years, we will focus on the following four major projects to promote poverty-stricken areas to get rid of poverty and become rich.
First, it is planned to complete six village-wide promotion projects in seven townships and implement village-wide promotion projects in five townships to help the people improve their infrastructure; Second, in terms of industry, we should vigorously cultivate and develop industries with distinctive advantages. 3, strict management system, strengthen the management of project funds. Focus on optimizing the efficiency of the use of financial poverty alleviation funds, and standardize the fund management of poverty alleviation projects in accordance with the relevant requirements of the Measures for the Administration of Financial Poverty Alleviation Funds.

The fourth is to effectively solve people's livelihood issues and promote rural harmony and stability. In the past six months, through the implementation of poverty alleviation projects, the problem of food and clothing for 700,000 poor people has been solved, and 47% of the annual planned population of 654.38+500,000 people has been completed. Fifth, the timely investment of poverty alleviation projects and funds has played an obvious role and benefit in this year's drought.
By the end of March this year, 69 whole village promotion projects were completed, 2 dam ponds were repaired, with 60,000 cubic meters of livestock water, 56 kilometers of newly-built trilateral light ditches, 24,898 cubic meters of livestock water, 59 kilometers of pipe racks, 537 meters of U-shaped troughs and 537 meters of water wells 1 mouth. First, there are many poor people in our county, and the poverty area is large and the poverty level is deep. The infrastructure in poverty-stricken areas is extremely weak, and the investment is relatively insufficient, which cannot fundamentally solve the poverty problem. In the face of natural disasters, the rate of returning to poverty is high, and it is more and more difficult to help the poor. The situation of poverty alleviation is still very grim. According to the survey, the per capita net income of farmers in our county is less than11There are 153793 poor people in 96 yuan, accounting for 57% of the total agricultural population in the county. In particular, the severe drought this year has made the task of poverty alleviation in our county even more arduous.
Second, individual towns and units do not have a good understanding of poverty alleviation work and their sense of responsibility is not strong. There is a phenomenon of emphasizing project struggle and ignoring project construction and project management. The poverty alleviation work of the linked units is not solid and the implementation is not in place.
Third, it is necessary to continuously increase the broad participation of the masses. It is necessary to increase publicity, fully respect the wishes of the masses, and mobilize the masses to participate in project selection, implementation, supervision and management.
Fourth, the investment in poverty alleviation funds is relatively insufficient. Due to the limited investment in poverty alleviation funds, each poor village only invested 6.5438+0.5 million yuan. Many poor villages have not fundamentally solved the "bottleneck" problem that restricts economic development, and lack the stamina for sustainable development, especially in the development of some industries, and have not formed a scale. So far, the county has implemented 252 whole village promotion projects, accounting for 19 19 villagers' groups, and the contradiction between poverty alleviation investment and demand is still outstanding.
Fifth, there is a gap in resource integration, and the typical demonstration role is not obvious. Due to the different investment of project funds in various departments, it is difficult to integrate project funds to help poor villages, and the integration efforts are not enough. The highlights of poverty alleviation projects are not prominent and the demonstration effect is not obvious.
Sixth, there is a relative shortage of poverty alleviation workers. With the country increasing investment in poverty-stricken areas, in recent years, our county has strived for more than 50,000 yuan of poverty alleviation funds every year, with a wide coverage of fund projects, heavy workload and arduous poverty alleviation tasks. The existing staffing is difficult to meet the needs of the work. There are 12 staff members in our bureau, of which 1 deputy director has been transferred to China Merchants Bureau as deputy director, 1 driver and 1 new farmer and worker have been shaved off, and only 9 people are actually engaged in poverty alleviation work.
Third, the main work plan for the next step

According to the overall deployment and requirements of the county party committee and the county government, on the basis of improving the implementation level of the four systems of government by law, strengthening the implementation of the four systems of responsible government and consolidating the implementation effect of the four systems of sunshine government, we will conscientiously carry out the construction of the four systems of effective government with administrative performance management, administrative cost control and efficiency construction as the core. The county poverty alleviation office focuses on the supervision of administrative behavior and the improvement of administrative ability, strengthens the efficiency construction of organs, effectively changes the work style, and strives to push the poverty alleviation and development work in our county to a new level.
