The main responsibilities of human resources and social security bureau in Yiling District of Yichang City
(a) to implement the national, provincial and municipal policies on human resources and social security, formulate the development plans and policies of human resources and social security in the whole region, and organize their implementation, supervision and inspection.

(2) Formulate the development plan and mobility policy of human resources in the whole region and organize their implementation, establish a unified and standardized human resources market and be responsible for supervision and management, promote the rational mobility and effective allocation of human resources, and strengthen regional talent cooperation.

(3) To implement the laws, regulations, principles and policies of the state, provinces and municipalities on recruitment, registration, assessment, appointment and dismissal, rewards and punishments, position management, communication, training, resignation and dismissal, complaints and reports, etc., and formulate measures for the administration of civil servants and staff of public institutions in conjunction with relevant departments with reference to the Civil Service Law and the measures for the administration of civil servants with appointment system, and organize implementation, supervision and inspection; To undertake the personnel appointment and removal suggestions submitted by the district government to the Standing Committee of the National People's Congress for deliberation and the administrative appointment and removal procedures for the staff of state organs approved by the district government.

(four) to formulate policies on the code of conduct, professional ethics and capacity building of civil servants in the whole region, formulate the implementation rules and management measures for civil servants' post standards, establish the responsibility system for civil servants in administrative organs, and supervise civil servants according to law; Responsible for the statistical management of civil servants' information.

(5) To be responsible for promoting employment in the whole region, draw up plans and policies for coordinating urban and rural employment development and organize their implementation, take the lead in drawing up employment policies for Hui college graduates, improve the public employment service system, draw up the annual plan for the use of special funds for employment and re-employment, draw up the employment assistance system, and promote entrepreneurship to drive employment; Responsible for the prediction, early warning and information guidance of employment, unemployment and unemployment insurance funds in the whole region, formulate response plans, implement prevention and control, and maintain the stability of employment situation and the overall balance of income and expenditure of unemployment insurance funds in the whole region.

(six) to co-ordinate the establishment of a social security system covering urban and rural areas in the whole region. Draw up the long-term and annual plans for the development of social insurance in the whole region, make overall arrangements for the policies and standards of urban and rural social insurance, supplementary insurance and enterprise annuity in the whole region and organize their implementation, formulate and supervise the management and supervision system of social insurance and supplementary insurance funds in the whole region in conjunction with relevant departments, participate in the formulation of investment policies of social security funds in the whole region, and undertake the socialized management of retirees participating in endowment insurance.

(seven) responsible for the construction of vocational ability in the whole region. Coordinate the establishment of continuing education system for professional and technical personnel and vocational training system for all workers, formulate training and incentive policies for management talents, professional and technical talents, high-skilled talents and rural practical talents, and organize their implementation; Responsible for the qualification identification, supervision and management of training institutions in the whole region, improve the vocational qualification system, and organize the implementation of the labor preparation system.

(eight) to formulate and organize the implementation of the wage income distribution, welfare benefits and retirement policies of organs, enterprises and institutions in the whole region, and to establish the normal wage growth and payment guarantee mechanism for the personnel of organs, enterprises and institutions in the whole region; To draw up the wage guidelines, minimum wage standards and related policies for enterprises in the whole region, and supervise and inspect their implementation.

(nine) in conjunction with the relevant departments to formulate comprehensive reform policies for public institutions, and guide the reform of the personnel system of public institutions in the whole region; To formulate personnel management policies for public institutions and national civil servants and organize their implementation; In conjunction with relevant departments, strengthen the macro management of personnel in public institutions.

(fourteen) to formulate policies for the coordination of labor relations in the whole region and organize their implementation, and establish and improve the coordination mechanism of labor relations; Formulate and organize the implementation of the arbitration system for labor and personnel disputes in the whole region, and handle labor and personnel dispute cases in the whole region according to law; Responsible for the supervision of labor security in the whole region, supervise subordinate units in the whole region according to law, organize the investigation and handling of major cases, and safeguard the legitimate rights and interests of workers. (fifteen) in conjunction with the relevant departments to develop district honor system and government reward system; Review and report to the units and individuals that commend and reward the national, provincial and municipal governments, guide and coordinate the reward work in the whole region, and review the reward projects implemented in the name of the district government; Formulate disciplinary policies for civil servants in conjunction with relevant departments.
