Education and work experience
To apply for the second-level construction engineer, you must have a technical secondary school degree or above in engineering or engineering economics, and have been engaged in the construction management of construction projects for 2 years. If you meet these conditions, then you can sign up for the second-level constructor qualification examination.
Professional category
There are six professional categories for you to choose from in the second-level constructor exam: construction engineering, highway engineering, water conservancy and hydropower engineering, municipal public works, mining engineering and electromechanical engineering. If you have obtained the qualification of professional second-class constructor, you can also choose other majors.
Exempted subjects
Those who meet the requirements of exemption subjects, such as having intermediate technical titles or above, engaged in construction management for 15 years, or obtaining the qualification certificate of first-class project manager, having intermediate technical titles or engaged in construction management for 15 years, can be exempted from the corresponding subjects.

To apply for a second-level constructor, you need to prepare relevant procedures. Candidates from the central and provincial units stationed in Shenyang need to go through the examination-free approval procedures at the title office of the Provincial Department of Human Resources and Social Security; Other applicants need to go to the title management department of the Municipal Human Resources and Social Security Bureau (Personnel Bureau) where the unit is located.
