Interim Provisions of Shijiazhuang Municipality on National Civil Servant Training
Article 1 In order to improve the quality of national civil servants, these Provisions are formulated in accordance with the relevant provisions of the laws and regulations of national civil servants and combined with the actual situation of this Municipality. Article 2 These Provisions shall apply to the training of national civil servants below the division level (including units managed with reference to the national civil service system, the same below).

National civil service training at or above the county level shall be implemented in accordance with relevant regulations. Article 3 The municipal personnel administrative department is the competent department of national civil servant training in the whole city, and the county (city) and district personnel administrative departments are responsible for the management of national civil servant training in accordance with these Provisions.

The professional departments of the municipal government shall, in accordance with the provisions of the training plan, be responsible for the professional knowledge training of the national civil servants in this system. Article 4 The municipal personnel administrative department shall, jointly with relevant departments, prepare the draft plan for the training of national civil servants in this Municipality, and determine the guiding ideology, basic principles, overall objectives and tasks of the training of national civil servants in this Municipality.

After the draft national civil servant training plan is approved by the municipal government, the personnel administrative departments at all levels and relevant professional departments are responsible for organizing the implementation. Article 5 The training of national civil servants shall adhere to the principle of consistency between learning and application, pay attention to improving quality and avoid overlapping. It is forbidden to organize training in high-end hotels, reception units or tourist attractions outside the city. Article 6 Counties (cities), district personnel administrative departments and various professional departments of the municipal government shall, according to the plan, prepare the draft of the annual national civil servant training plan in their respective regions and systems, and report it to the municipal personnel administrative department before the end of March each year.

The draft training plan should be clear: organizer, training type, training target, training number, training time, curriculum, teaching teachers, teaching institutions and charging standards.

The municipal personnel administrative department shall summarize the submitted draft plan, and issue the annual plan of national civil servant training in the whole city after examination and approval. Seventh administrative organs at all levels shall, in combination with the actual work, hold unplanned training courses and report them to the municipal personnel administrative department for the record; Those who meet the requirements can be included in the annual national civil service training plan.

Participate in the training organized by the higher authorities, the training content is the same as the national civil servant training plan, and after reporting to the municipal personnel administrative department for the record, the training task of this year can be reduced or exempted. Article 8 The training funds for national civil servants shall be drawn according to the proportion of 1.5% of the total wages of national civil servants. When the training funds are insufficient, the administrative organ shall solve it by itself. The municipal finance allocates a certain amount of funds every year for the organization and management of the training of national civil servants in this Municipality. Article 9 The training of national civil servants includes:

(a) initial training refers to the training that is employed by the state administrative organs to hold non-leadership positions below the chief clerk after examination, and the time is not less than ten days.

(2) On-the-job training refers to the training of leaders and non-leaders at the promotion department and share level, which is conducted in accordance with the requirements of corresponding posts and positions for not less than fifteen days.

(3) Updating knowledge training refers to the public course training for national civil servants for the purpose of updating, supplementing and broadening relevant knowledge, or the business knowledge training for national civil servants according to the needs of special business work and job rotation, which is not less than seven days per year. Tenth initial training by the personnel administrative departments at all levels shall be responsible for the unified organization; The municipal personnel administrative department is responsible for organizing the on-the-job training of national civil servants at the departmental level, and the county (city) and district personnel administrative departments are responsible for organizing the on-the-job training of national civil servants at the departmental level.

The initial training and on-the-job training shall adopt the training materials designated by the superior personnel administrative department. Eleventh personnel administrative departments at all levels shall be responsible for organizing the training of national civil servants at the corresponding level, unless otherwise stipulated in these Measures.

The public knowledge course adopts the training materials designated by the personnel administrative department at the higher level, including: political theory, public laws, regulations and policies, market economy knowledge, scientific and technical knowledge, administrative management knowledge and national civil servant behavior norms. Article 12 The professional department of the municipal government is responsible for organizing the professional course training of national civil servants in this system.

The professional knowledge course adopts the training materials designated by the superior business department, including: professional knowledge, professional skills and professional legal knowledge required for the work of this system. Thirteenth municipal personnel administrative departments shall, according to the needs of national civil servant training, establish a network of national civil servant training and teaching institutions with reasonable layout, mutual cooperation and strong training function.

The training of national civil servants should make full use of the existing social teaching places and facilities, and should not repeat the construction of teaching places.

A teaching institution recognized by the municipal personnel administrative department and awarded the Certificate of Shijiazhuang National Civil Servant Training Teaching Institution may undertake the task of national civil servant training. Fourteenth teaching institutions shall, according to the requirements of the annual national civil servant training plan issued by the competent department, formulate specific training implementation plans and report them to the competent department that issued the plans for the record. The contents of the training implementation plan should include: training cycle, time and number of participants, class arrangement of training subjects, training methods, teachers, preparation of teaching materials and equipment, training venues and training budget.

Teaching institutions are not allowed to add fees and raise fees without authorization. Fifteenth teaching institutions shall enjoy the following rights:

(1) Autonomous management according to the management system;

(two) organize teaching activities in accordance with the national civil service training plan issued by the municipal personnel administrative department;

(three) to manage the learning of the participants;

(four) according to the relevant provisions of the charges.
