Submit a written application to the Maritime Safety Administration of the Ministry of Transport (Maritime Safety Administration of the People's Republic of China), and the handling agency is the Crew Management Office. At the same time, the application materials will be copied to the local maritime safety administration directly under the Ministry of Transport or the local maritime safety administration of the province (autonomous region or municipality directly under the Central Government).
