He Nailei, a native of Juxian County, Rizhao City, Shandong Province, was born in 1953. Member of China Artists Association, former vice chairman of Shandong Artists Association, now consultant of Shandong Artists Association, librarian of Shandong Provincial Government Literature and History Research Institute, president of Shandong Yimeng Painting Academy, first-class artist, part-time professor of Anjiao University, and expert enjoying government allowance.
In 1970s and 1980s, He Nailei made his mark in China painting circle, and his work 1974 "Finishing Mountains and Rivers" won the first prize of Shandong Young Painters' Chinese Painting Invitational Competition.
