I. Objectives and tasks
According to the unified arrangement of the Housing and Urban-Rural Development Department of the Autonomous Region and the Organization Department of the Municipal Party Committee, in 2022, the city's housing and urban-rural development system should closely focus on rural construction, and complete the goal and task of training 1060 rural construction craftsmen and rural party member (including 60 demonstration trainings). See annex 1 and annex 2 for the number of trainees in each county (district). Among them, the list of special training for village "two committees" cadres and rural party member construction craftsmen is determined by the housing and urban construction departments of counties (districts) and the organization departments at the same level.
Second, organizational division of labor.
The Municipal Bureau takes the lead in coordinating the special training of rural construction craftsmen in the city, supervising and guiding the training process, implementing the allocation of training subsidy funds at higher levels, supervising the use and management of funds, providing policies related to the implementation of rural construction actions, and recommending teaching experts. County (District) Housing and Urban-Rural Development Bureau is responsible for the implementation of training work in this area, docking with relevant training institutions, organizing qualified personnel to participate in training, and completing training tasks as required.
In order to strengthen the organization and leadership, the Bureau has set up a leading group for the special training of rural construction craftsmen and rural party member, and the housing and urban construction departments of counties (districts) should also refer to the plan of the Bureau, improve the training institutions in time and carry out the training work in a down-to-earth manner.
Third, the training object and content
(1) culture target. Rural builders engaged in the improvement of rural living environment and rural housing construction; Rural surplus labor in poverty-stricken areas, rural "two committees" cadres who are willing to improve rural living environment and rural housing construction and want to master construction skills, and managers related to rural construction actions.
(2) Training content. Learn the knowledge of safety in production, the design basis of characteristic rural houses, the long-term management mechanism of rural housing construction and rural revitalization policies, construction laws and regulations, relevant requirements for the improvement of rural living environment, interpretation of rural housing management regulation policies, theoretical guidance for the renovation of dilapidated houses in rural areas, protection and development of traditional villages and buildings, and practical teaching demonstration and training (the training content can be flexibly selected according to the actual training situation).
