According to the requirements of the National New Urbanization Plan (20 14-2020) and the deployment of the leading group for migrant workers in the State Council, the vocational skills upgrading plan for migrant workers will be launched nationwide from this year, and more than 20 million people will be trained every year. Ministry of Human Resources and Social Security is under the responsibility of Spring Tide Action, Sunshine Project, Spark Plan and Poverty Alleviation Office. By 2020, basically all migrant workers can enjoy a skill training with government subsidies, further improve the employment and entrepreneurial ability of rural migrant workers, and enable most migrant workers to grow from ordinary workers to technicians, qualified to grow into senior technicians, and excellent ones to grow into technicians.
