Based on the previous implementation of total quality management, this project has implemented a total quality management model, and basically realized total quality management, whole process management and full staff management. Strengthening the construction of total quality management system The meaning of total quality management is to carry out market research, design, production and service at the most economical level, and at the same time consider the conditions that fully meet the requirements of users, so as to form an effective system for all departments of the enterprise to develop and maintain quality. In the process of highway construction in China, it can be understood as an effective system that integrates construction, self-inspection and supervision at the most economical level under the condition of fully meeting the design documents and relevant national industry regulations. In this way, it is necessary to mobilize all the staff of all departments to participate, so that "there are people above, there are people below, and there are people below." In this way, it is necessary to establish a corresponding quality management system to ensure the implementation of this work. At the same time, establish a series of total quality management organizations and total quality management teams, formulate work plans, quality standards, check implementation, solve existing problems, and carry out daily quality management activities in TQC team of the project department. Strengthening TQC (Total Quality Management) education and technical training, and doing a good job in quality management are the responsibilities of all construction workers. Carrying out TQC, giving ideological education and technical training to construction managers, improving their understanding of quality management and their technical level, and writing a series of learning materials in view of the fact that the construction team has low cultural quality, weak quality awareness and poor technical quality. Carry out various forms of publicity and education to mainly solve the following problems: 1. Make all construction personnel have a broad understanding of the concept of quality, and realize that quality should be based on economic benefits first, and on the premise of meeting customers' requirements as much as possible (here customers refer to the next working procedure, or design documents and acceptance specifications). Quality problems are not only for engineers, supervisors and inspectors, but also for every member of the whole production process. Every working procedure serves the next working procedure, and the maximum economic benefit should be obtained on the basis of satisfying the next working procedure. 2. Make everyone realize the disadvantages of the old management method, change the traditional quality management method, change "after-the-fact inspection" into "before-the-fact inspection", combine "prevention first" with inspection and prevention, eliminate the failed process in its formation process, implement intermediate inspection and process acceptance, recheck the quality of the previous process, ensure the quality of this process, and insist on high quality and timely service for the next process. 3. Through technical training, all personnel involved in the construction have mastered the construction technology and technical regulations of each construction process, so as to know what they are doing, how to do it and to what extent. Establishing and perfecting various responsibility systems for improving project quality and economic benefits is the core of the whole project management and one of the basic conditions for implementing total quality management. According to the production process, every work of quality management should be implemented in every team and personnel, and a clear responsibility system should be established, especially for workers, material collectors, mainframe operators and other personnel who directly control the project quality. Managers at all levels should have a clear and specific division of labor and scope of responsibilities. For example, the responsibility system of "certain four packages" is implemented for construction personnel, and "certain" is the project, and "four packages" are the package quality, package benefit, package construction period and package safety. In addition, by grasping several key working procedures that affect the engineering quality, clear responsibilities are determined, such as formulating the "incoming materials acceptance system", all raw materials and semi-finished products should be inspected and collected when entering the site, and unqualified materials are prohibited from entering the site for subgrade construction. In order to prevent subgrade from reaching the comprehensive index of deflection value after forming, lime soil subbase should focus on controlling ash content, lime-fly ash macadam subbase should focus on controlling elevation and cross slope to avoid unnecessary waste of surface layer, and the index specified in surface layer is the main part of engineering inspection. Quality supervision, inspection and acceptance are carried out for each working procedure, and a series of forms are formulated according to technical specifications and acceptance standards, and special personnel are appointed for inspection, and the economic responsibility system combining quality with benefit is implemented to promote conscious implementation and ensure implementation at different levels. Formulate management procedures for the construction process, and define quality standards and construction operation procedures. In the quality management office, the quality objectives of the project are clearly put forward through technical disclosure, and the construction scheme to ensure quality and economy is determined. Before construction, investigate and study the construction technology, materials, mechanical equipment, construction personnel and construction methods, and draw the project quality program management chart according to the actual situation. In order to better control the construction, we analyze various factors affecting the project quality for reference. The main factors affecting the project quality are 1, construction factors: (1), subgrade part: subgrade compactness, subgrade centerline, subgrade width (2), base part: ash content, compactness (3), lime-fly ash macadam base: sliding material gradation, compactness, elevation and smoothness (4), and surface layer: asphalt-aggregate ratio. Factors affecting the test: particle analysis of filler, test sampling method, test method of compactness, trial mixing of ash dosage, determination of maximum dry bulk density, asphalt concrete. To do a good job in engineering quality, it is necessary to make the engineering quality objectives clear and the operating procedures reasonable. According to the relevant technical standards, we have achieved the corresponding quality standards of each process, so that the construction personnel can know fairly well and consciously control the project quality. Strengthen the work of quality information. Quality information is a link to reflect product quality. The information of work quality, including basic data, original records, inspection records and other materials, as well as the current domestic and international engineering quality level and this year's growth trend, can find out the gap of the project and clarify the direction of future efforts. Otherwise, it is impossible to control the processing state best and effectively, and even make the enterprise become "water without source" and "wood without root". This year's lime-fly ash macadam base is paved by paver. After the newly introduced 50T vibratory roller cooperates with rolling, it is found that the smoothness of lime-fly ash macadam base after molding is not very good. In view of this situation, we re-analyze and study the construction technology and reconfigure the compaction machinery to solve this problem. If the information is ineffective, or the attitude of reporting good news but not bad news is adopted, this situation can not be fed back in time, and the solution will inevitably lead to the waste of asphalt concrete surface materials, increase the project cost and affect the project quality. Carrying out QC group activities and PDCA cycle QC group is the most active, active and important part of total quality management. It is the basis of total quality management. According to the different working procedures and types of work, * * * established the 13 QC team. Based on PDCA cycle method, QC group activities use "two diagrams and one table" (Pareto diagram, causal analysis diagram and countermeasure schedule) to find problems, analyze reasons and formulate countermeasures. Since 2003, PDCA cycle has been carried out for three times, which mainly solves the problems such as excessive deflection value of base course in high fill section, inaccurate ash content of lime-soil base course, poor elevation flatness of lime-fly ash base course and loss of asphalt concrete surface material. Before this year's construction, we analyzed the pavement quality of the third bid section of 1999 Compliance Link. Anxiety about this job: do a good job in ideological education. Countermeasures to improve pavement smoothness Poor smoothness: acceptance should be carried out before paving, and it can be carried out only after it is qualified. Loose surface: the surface treatment should meet the flatness requirements. Non-uniformity of base course mixture: field sampling and extraction test, re-adjust the mixture ratio without wasting materials. Temperature: detect at any time, humidify and keep warm. Material paver: adjust to the maximum state. Compaction equipment: use all kinds of compaction equipment reasonably. With the theme of "ensuring engineering quality and reducing the cost of high-priced materials", the QC team in the construction site strictly controlled the elevation of subgrade and the smoothness of pavement base through careful analysis and simulation calculation, improved these two indexes, and reduced the consumption of asphalt concrete from the original 4.95% to 0.92% (statistics).
