Chapter II Training Objects and Standards Article 4 The main training objects are: deputy bureau, mine (division) level cadres, chief engineer, deputy district (division) chief, team leader, full-time safety officer, special types of work (including gas inspector, blaster, explosion-proof inspector, underground electrical fitter, winch driver, coal truck driver, signalman, etc. Among them, the key training targets are: safety mine manager, deputy district (division) director, team leader, full-time safety officer, gas inspector, blaster, etc. Article 5 According to the contents stipulated in the syllabus, all kinds of personnel must undergo formal training and meet the following basic standards:

1. Understand the guidelines, policies and regulations of the Party and the state on production safety, and be familiar with the Mine Safety Regulations issued by the State Council and the Coal Mine Safety Regulations issued by the Ministry of Coal.

2. Master the basic knowledge of preventing natural disasters such as gas, coal dust, roof, water and fire.

3. Be familiar with the disaster prevention plans and measures within the scope of duties, and be able to save themselves and each other. Article 6 Through formal training, the following personnel must meet the following requirements:

First, deputy bureau chief, mine manager, chief engineer, safety supervision bureau (department) director (including the director of the production office):

1. Understand the basic theory of safety production technology, the specific provisions of relevant laws and regulations and the basis for their formulation.

3. Have the ability to check and deal with hidden dangers of accidents, analyze the safety situation and put forward specific measures to improve safety work.

Second, the deputy district chief (branch) captain, on-site engineering and technical personnel and safety supervision personnel:

1. will direct production according to "Coal Mine Safety Regulations", and will compile and review operating rules and procedures.

2. Will check and judge the accident omen, will eliminate the accident hidden danger, will take emergency measures after the accident, organize workers to deal with the accident, and avoid the disaster.

3. Be familiar with the performance and safe operation technology of various equipment, instruments and meters within the scope of duties.

Three, special projects and team leader:

3. Master the performance, principle and structure of equipment, instruments and meters within the scope of duties, skillfully use and operate, and troubleshoot. Article 7 New underground workers (including contract workers and rotation workers) shall receive no less than two months of training (including underground visits and on-site internships) and practice for four months under the leadership of experienced workers. After passing the exam, they can work independently. Chapter III Training Methods and Tasks Article 8 The approved safety technical training plan shall be completed on time with good quality and quantity, just like other assessment indicators of the enterprise. Article 9 China Coal Mine Safety Technology Training Center undertakes the training of cadres, chief engineers, directors of safety supervision bureaus, ventilation safety engineers and teachers of safety training centers, and is responsible for the safety qualification assessment of trainees; The capital construction safety technology training center undertakes the safety training for full-time personnel, divisions, district (branch) directors and special types of work in the capital construction system, and is responsible for the safety qualification assessment of trainees; The provincial (district) level safety technology training center undertakes the training of department-level cadres, full-time security officers, district (branch) directors, full-time and part-time faculty and staff in the mine safety education room of this province, and is responsible for the safety qualification assessment of students. Tenth Mining Bureau safety technology training center must strengthen leadership, strict management, give full play to its functions. Its tasks are:

1. Be responsible for the safety technical training of the district (branch) team leader and special types of work; To undertake local coal mine safety training tasks and be responsible for the safety qualification assessment of trainees.

4. Popularize and apply new safety technologies, new processes and new equipment, hold special lectures or knowledge updating training courses, collect and store safety technical information at home and abroad, and provide safety technical exchange services.
