Measures for the administration of training fees in state-owned enterprises
Legal Analysis: Departments in the Central Committee of the Communist Party of China, ministries and commissions in the State Council, General Office of the National People's Congress Standing Committee (NPCSC), General Office of the Chinese People's Political Consultative Conference, High Court, High Court, People's Organizations, Central Committees of Democratic Parties, All-China Federation of Industry and Commerce, Finance Bureau, Organization Department and Civil Service Bureau of Xinjiang Production and Construction Corps: In order to further promote the construction of the system of strict economy and anti-waste, and promote the sustained and healthy development of cadre education and training, the Measures for the Administration of Training Fees of Central and State Organs have been revised.

Legal basis: Measures for the Administration of Training Fees of Central and State Organs

Article 1 In order to further standardize the training work of central and state organs, ensure the needs of training work and strengthen the management of training funds, these Measures are formulated in accordance with the Civil Service Law of People's Republic of China (PRC), the Regulations on Cadre Education and Training and other relevant laws and regulations.

Article 2 The term "training" as mentioned in these Measures refers to all kinds of training held by the central and state organs and their subordinate institutions within three months with financial funds.

Article 3 The central and state organs mentioned in these Measures refer to various departments in the Central Committee of the Communist Party of China, ministries and commissions in the State Council, directly affiliated institutions, general offices in the National People's Congress Standing Committee (NPCSC) and Chinese People's Political Consultative Conference, the Supreme People's Court, the Supreme People's Procuratorate, people's organizations, central committees of democratic parties and the All-China Federation of Industry and Commerce (hereinafter referred to as units).

Article 4 When holding training, each unit shall adhere to the principle of strict economy and opposing waste, implement unified management within the unit, enhance the scientificity and seriousness of training plans, enhance the pertinence and effectiveness of training projects, ensure the quality of training, save training resources and improve the efficiency in the use of training funds.
