Main responsibilities: (1) Implementing laws and regulations on human resources and social security, and formulating the development plan of human resources and social security in the whole city. Responsible for the publicity and public opinion research of human resources and social security in the city.
(2) Formulate the development plan and mobility policy of the human resources market, establish a unified and standardized human resources market, promote the rational mobility and effective allocation of human resources, and formulate the policy of creating posts and diverting resources for institutional reform in conjunction with relevant departments. Assist relevant departments in organizing the selection and placement of cadres who aid Xinjiang and Tibet.
(III) Responsible for promoting employment, formulating plans and policies for coordinating urban and rural employment development, improving public employment service system, formulating employment assistance system, improving vocational qualification system, coordinating the establishment of vocational training system for urban and rural workers, taking the lead in implementing employment policies for college graduates, and guiding the employment of non-normal college graduates and graduate students. In conjunction with relevant departments, formulate training and incentive policies for high-skilled talents and rural practical talents.
(four) to co-ordinate the establishment of a social security system covering the urban and rural areas of the city. Implement urban and rural social insurance and its supplementary insurance policies, and formulate and implement the city's urban and rural social insurance and its supplementary insurance standards. Implement the unified measures for renewal of social insurance relations and fund pooling in the whole province, implement the social insurance policies of government agencies and institutions, and implement the management and supervision system of provincial social insurance and its supplementary insurance funds. Prepare the draft budget and final accounts of the city's social insurance fund.
(five) responsible for employment, unemployment, social insurance fund prediction and information guidance, formulate response plans, implement prevention and control, and maintain the stability of employment situation and the overall balance of social insurance funds.
