Coordinate urban and rural development, give full play to the guiding role of the government, mobilize the enthusiasm of society, enterprises and workers, and establish a lifelong vocational skills training system for urban and rural workers, so that each newly added labor force can enjoy a skill training, and can enjoy multiple vocational skills upgrading trainings during the career of workers, improve the overall skill quality of workers, and constantly adapt to the urgent demand for skilled talents in the transformation and upgrading of economic and social development. Every year, 40,000 urban and rural laborers are trained in vocational skills, of which 1 10,000 are newly added, with a qualified rate of 95% and an employment rate of 85% after training.

2. Improve the training policy. Establish a lifelong vocational skills training system for all urban and rural workers, full-time and whole process, so that every urban and rural worker can get vocational skills training suitable for his own characteristics provided by the government during his career. Urban and rural workers can participate in six levels of vocational training with special abilities, primary, intermediate, advanced, technicians and senior technicians, and enjoy six training subsidies. Obtain special vocational ability certificates and junior, middle and senior vocational qualification certificates, respectively, according to the standard subsidies of 300 yuan/person, 600 yuan/person, 1.000 yuan/person, 1.200 yuan/person/time; Senior technicians who have obtained the Technician's Vocational Qualification Certificate or participated in advanced skill training will be given a subsidy of 2,000 yuan/person or 2,500 yuan/person, respectively, in accordance with the government's subsidy policy for purchasing high-skilled personnel training results. 3. Improve the training system. Combining the adjustment of industrial structure and the orientation of regional functions, on the basis of scientific planning, fully mobilize all kinds of social training resources, establish a vocational training system with wide coverage, diverse forms, standardized management, orderly advance and retreat, and full supervision, and optimize the allocation of vocational skills training resources by transforming a batch, upgrading a batch, and uniting a batch to form a competitive and orderly vocational skills training market, with enterprises as the main body and public vocational training institutions as the leading factor. Private vocational training institutions * do a good job in the construction of special public training bases, training demonstration bases and skill master studios for high-skilled talents, provide platform support for all kinds of talents to innovate and start businesses, and constantly optimize the development environment for skilled talents.
4. Innovative training mode. Establish a vocational skills training model suitable for urban and rural workers with diversified training forms, modular training content and independent training time. First, conduct order-based training for the newly added labor force, increase the "order-based training" for urgently needed jobs in key industries such as modern manufacturing, pharmaceutical industry and modern service industry, and guide them to master skills, skilled employment and quality employment. The second is to carry out "reserve" training for skilled personnel for vacant positions. For the labor stranded in low-end, inefficient and low-paid jobs, by understanding the training needs and job vacancy information, we can grasp the potential job resource information in time, make a good reserve of skilled personnel training in advance, and better realize the effective docking of skills training and job resources. The fourth is to carry out "directed entrusted training" for graduates who no longer pursue further studies in junior and senior high schools. Enterprises, students and colleges sign employment and entrusted training contracts, and directly join the entrusted training enterprises to work in designated positions after graduation, effectively alleviating the contradiction between current vocational education and industry employment needs.
5. Establish an incentive mechanism. Establish an incentive mechanism for skills training, promote career development and improve post treatment. Form a reasonable and orderly income distribution pattern, and improve the incentive mechanism of combining enterprise skilled personnel training and development, evaluation and discovery, selection and appointment, and salary and treatment. Fully consider the factors of skill contribution in enterprise salary, and establish a scientific and reasonable salary system for high-skilled talents, so that high-skilled talents can enjoy the same treatment as other corresponding professional and technical talents in terms of wages and benefits. Senior workers, technicians and senior technicians employed by enterprises can enjoy the same wages and benefits as assistant engineers, engineers and senior engineers of their own units. The probation period, probation salary and grading salary of senior class graduates in technical colleges are determined with reference to the salary of college graduates. Establish a government subsidy system for high-skilled talents. According to the Notice on Implementing the Government Subsidy System for Technicians in Urban Enterprises (Tae In Social Development [2013]1KLOC-0/No.), technicians in enterprises and senior technicians receive government subsidies according to the standards of 100 yuan/person and 200 yuan/person, respectively, so as to guide workers to move towards higher skills. We will improve the price mechanism of the labor market, regularly publish the wages of different positions and skill levels in the region, and form a good environment for the society to attach importance to skilled talents and actively participate in vocational training.
Fourth, responsibility guarantee.
1, government guidance, departmental cooperation. Under the unified leadership of the municipal government, the municipal human resources and social security department will make overall coordination, and the development and reform commission, education, science and technology, finance, housing construction, agriculture commission, state-owned assets supervision and administration commission and other departments will carry out their duties and cooperate closely, and social organizations such as the Federation of Trade Unions, the Communist Youth League Committee and the Women's Federation will participate extensively to strengthen the organization, leadership and overall planning of the city's vocational skills training. 2. Enterprises are the mainstay. Enterprises are the main body of vocational skills training and the main body of skilled personnel. It is necessary to highlight the main position and role of enterprise training, implement the responsibility mechanism for enterprises to train skilled personnel, guide all kinds of enterprises, especially enterprises above designated size, to incorporate the training of skilled personnel, especially high-skilled personnel, into enterprise development plans, establish internal vocational skills training institutions, and improve the staff training mechanism. Strengthen the close contact between industries, enterprises and social training institutions, adapt to the needs of economic and industrial development, comprehensively implement the base training mode of school-enterprise cooperation, establish training bases for skilled personnel with different industries and characteristics, and implement multi-form, multi-level and multi-object base training.
3. Financial guarantee. Establish an investment mechanism for the government, enterprises and society to jointly raise funds for vocational skills training. Adjust the expenditure structure of special employment funds, increase the support of unemployment insurance funds for vocational training, expand the scope of subsidies, improve and implement various subsidy policies, and reasonably raise the standards of training subsidies. Encourage enterprises to become an important part of the lifelong vocational skills training system, and strengthen the collection and management of education funds for enterprise employees. Strengthen the inspection and supervision of the implementation of various policies, and promote the government and enterprises to invest in vocational education and training funds in full and on time. Give financial support to the basic work such as the construction of public training base, the formulation of training standards, the development of teaching material question bank, teacher training, quality supervision, vocational skill competition, selection and commendation.
4. Construct the training service system of urban and rural equalization. Formulate relevant systems to ensure the balanced development of lifelong vocational skills training and urban and rural training services in policy. Relying on Taizhou human resources and social security management system, improve the city, city (district), street (township) and community (village) four-level vocational skills training service network, fully implement the real-name management of vocational skills training, and improve the informationization level of workers' lifelong vocational skills training management.
