Legal basis: Measures for the Administration of Refund of Fees of Private Non-academic Education Institutions in Guangdong Province.

Article 3 These Measures shall apply to the activities of non-governmental educational institutions established with the approval of the administrative department of education and obtaining the school license to refund fees to students who have participated in higher education academic examinations, self-study examinations and non-academic training.

Fourth education departments at all levels should strengthen the management and supervision of educational institutions, and urge educational institutions to strictly implement the policies and regulations of fee refund management.
