As the whole country thoroughly studies and implements the spirit of the Third Plenary Session of the 18th CPC Central Committee, we are here to hold a training meeting on the compilation of professional standards and norms for the prevention and control of geological disasters. The main task is to seriously study the requirements of the 18th National Congress of the Communist Party of China and the Third Plenary Session of the 18th Central Committee on the prevention and control of geological disasters, implement the Decision of the State Council on Strengthening the Prevention and Control of Geological Disasters, summarize the preliminary work, mobilize and deploy the preparation of industry standards and norms, and carry out technical training on the preparation of standards and norms.
Our department attaches great importance to the compilation of industry standards and norms for disaster prevention and control. Since 2000, on the basis of earnestly summarizing the prevention and control work in key areas such as the Three Gorges reservoir area, it has successively organized and promulgated the industry norms such as "Code for Investigation of Debris Flow Disaster Prevention Engineering", "Code for Monitoring Landslide Debris Flow" and "Code for Supervision of Disaster Prevention Engineering". However, on the whole, the standards and norms of disaster prevention and control industry seriously lag behind the needs of the development of prevention and control work. First, a complete standard system for disaster prevention and control has not been established; Second, the types and quantities of current standards are far from meeting the needs of disaster prevention projects and industry development, and many contents need to refer to the technical requirements of related industries; Third, the implementation effect of existing industry standards needs to be improved, and its adaptability and operability are not strong. Therefore, the "Decision" issued by 20 1 1 the State Council in June clearly stated that it is necessary to revise the specifications and standards of ground disaster investigation and assessment, risk assessment and risk zoning, monitoring, early warning and emergency response, and improve the technical requirements and procedures such as exploration, design, construction, supervision and risk assessment of governance projects. In order to complete the tasks set forth in the Decision, we are required to fully mobilize and organize the professional and technical forces of the whole national disaster prevention and control industry on the basis of clear objectives and tasks, and make good preparations.
20 12 August, after the establishment of China Geological Disaster Prevention and Control Engineering Industry Association, we entrusted the compilation of prevention and control industry standards and specifications to the association as the key work of the association in the future. Under the guidance of the Department of Geology and Environment, the secretariat of the Association worked out a work plan for more than one year with the China Land and Resources Economics Association, completed a lot of investigation and research, collected data, and held many expert seminars. On the basis of fully soliciting and listening to the opinions of member units, the framework of the standard specification system and the Organization and Implementation Plan for the Compilation and Revision of Industry Standards and Specifications for Disaster Prevention and Control were formed. Put forward 146 specific standards and specifications in the category of 10 that need to be compiled within three years, define 10 lead organization unit, 77 editor-in-chief units and 125 participating units, and determine the task division and workflow of standard and specification compilation. The compilation work has been highly valued and closely coordinated by the competent departments of land and resources in Shanghai, Hubei, Guangdong, Chongqing, Sichuan, Shaanxi and other provinces (cities), and has received strong support and enthusiastic participation from the editor-in-chief and the participating units. You are very concerned about the overall development of the industry, and you have worked tirelessly and courageously. I would like to take this opportunity to make three more comments for your reference.
First, fully understand the great significance of compiling standards and norms.
There are many kinds of geological disasters in China, which are widely distributed and harmful. About 270,000 hidden dangers are distributed in major engineering areas, more than 400 towns and tens of thousands of villages, directly threatening and affecting about 80 million people. The task of prevention and control is very arduous. The CPC Central Committee and the State Council attached great importance to the prevention and control of ground disasters, especially after the central government set up a special fund for the prevention and control of ground disasters in 2009, governments at all levels also attached great importance to it and invested a lot of money to carry out prevention and control projects. In 20 12, the national investment in disaster prevention and control exceeded 20 billion yuan. Establishing and perfecting the standard system of disaster prevention and control is of great significance for promoting prevention and control management, improving the quality of prevention and control projects, rationally using prevention and control funds, achieving the best social, economic and environmental benefits, and protecting people's lives and property.
(1) A perfect standard system is an important basis for scientific management of ground disasters. In recent years, the State Council has successively promulgated the Regulations on the Prevention and Control of Geological Disasters, the Emergency Plan for Major Sudden Geological Disasters and the Decision on Strengthening the Prevention and Control of Geological Disasters, implemented the Twelfth Five-Year Plan for the Prevention and Control of Geological Disasters, and established a series of geological disaster prevention and control systems. At the ministerial level, corresponding management methods and policies have also been formulated, including qualification management, investigation and evaluation, inspection and inspection, group monitoring and prevention, professional monitoring, emergency investigation and so on. In order to implement these laws, regulations, policies and measures, it is necessary to formulate corresponding standards and specifications, clarify and refine relevant requirements and standards, so as to facilitate the work of prevention and control management departments at all levels as a basis and reference, and ensure that all prevention and control management policies and measures can be implemented.
(2) A perfect standard system is an urgent need to improve the quality of disaster prevention and control projects. A large part of the more than 20 billion yuan of prevention and control funds each year is used for prevention and control projects. Disaster prevention and control engineering involves a wide range and is highly professional. It is very urgent and necessary to formulate and improve the relevant technical requirements, implementation rules, norms and standards according to the technical characteristics of disaster prevention and control projects and the requirements of disaster prevention and reduction, so as to provide a basis for the project management and production and operation of prevention and control units, maximize the benefits of prevention and control projects, achieve the best disaster prevention effect, and minimize and mitigate the losses caused by disasters.
(3) A perfect standard system is an important guarantee to promote the healthy development of the industry. At present, there are nearly 4,000 qualified units in disaster prevention and control industry in China, and more than 654.38+million professionals are engaged in prevention and control work, which has made outstanding contributions to ensuring the safety of people's lives and property. At the same time, we should also see that China's prevention and control industry is still in its infancy, and there are still some problems to be solved urgently, such as weak supervision ability of the industry, insufficient education and training of employees, lack of access and exit mechanism for prevention and control technicians, insufficient geological foundation of some prevention and control projects in the early stage, and a certain gap between the overall level of the industry and the needs of economic and social development. These problems have seriously restricted the healthy development of disaster prevention and control in China and affected the further improvement of prevention and control level. To solve these problems, it is necessary to establish a perfect standard system to provide sufficient basis for project establishment, engineering measures arrangement, technical personnel requirements and fund calculation, so as to promote more standardized industry behavior and further improve the level of prevention and control and engineering governance.
(4) A perfect standard system is an inevitable choice to improve the scientific and technological level of disaster prevention and reduction. At present, the technical level of scientific research and project management of disaster prevention and control in China still lags behind the needs of economic and social development and disaster prevention and reduction. A perfect disaster prevention standard system is conducive to the transformation and popularization of prevention and control technology achievements, and is an important means to ensure the quality of prevention and control projects and improve the overall prevention and control technology level of the industry. In the process of compiling and revising standards and specifications, it is necessary to strengthen the theoretical research on ground disaster risk assessment and engineering management, such as survey, design, construction and supervision, improve the engineering management technology of landslides, landslides and landslides, try to select suitable new materials and new processes, and develop and apply a number of advanced engineering management design software, thus greatly improving the scientific and technological level of ground disaster prevention and reduction.
Two, the preparation work should be scientific, systematic and advanced.
(1) Strengthen the scientificity of standards and specifications. The prevention and control of ground disasters is related to the safety of people's lives and property. Ensuring the accuracy, rationality and effectiveness of preventive methods, preventive measures and preventive materials is the first priority in compiling standards and norms. The prevention and control technologies and methods promoted by standards and specifications should have sufficient theoretical basis, conform to the basic principles of geology, tectonics, materials science, ecology and other disciplines, and have a solid practical foundation. The basic equipment, materials and construction methods selected in standards and specifications should be suitable for the current and future economic and social development level, and meet the requirements of availability, economy and practicality. It is necessary to reasonably grasp the progress of work, prioritize, and give priority to the formulation and implementation of standards and norms that are most urgently needed in a number of industries. The difficult and complicated problems in standards and specifications should be further discussed and studied, and the immature standards and specifications can be postponed.
(2) Improve the systematization of standards and norms. The object of this revision is *** 146 standard specification, including comprehensive management, prevention and control technology, fixed cost and other categories, involving professional contents such as investigation and evaluation, monitoring and early warning, engineering management, information system, etc., involving investigation, design, construction, supervision, completion acceptance and other links, with wide content and many links, which is very complicated. It is necessary to unify and coordinate the compilation principles, basic terms, chapter length, theoretical methods and other elements to avoid contradictions, duplication and overlap. Strengthen the integrity and consistency between different standards and specifications and within standards and specifications, and do a good job in connecting standards and specifications with relevant laws and regulations, national standards and business standards. As our different standards and norms have different lead organizations, the secretariat of the Association, as the overall coordinating unit, must attach great importance to this.
(3) Ensure the advancement of standards and norms. The leading role of standards and norms in the use of new technologies and methods is one of the important methods to promote the progress of prevention and control technology in the industry, and it is also an important means to ensure the long-term effectiveness of standards and norms. Carry out in-depth investigation, summary, communication, consultation and demonstration, master the latest trends of industry technology and new technologies and methods, and actively invite outstanding personnel with practical experience in these technical methods to participate in the compilation or provide technical advice to ensure the advanced nature of standards and norms. Especially in the three Gorges reservoir area, Wenchuan earthquake-stricken areas and other key national disaster prevention and control areas, in recent years, the state has invested a lot of prevention and control funds and completed a large number of prevention and control projects. The prevention and control management work is quite in place, and good disaster prevention effect has been achieved. A number of excellent prevention and control technical units have emerged. It is necessary to fully absorb good experiences and practices in these fields in standards and norms.
The third is to strengthen organization and coordination to ensure the smooth development of the preparatory work.
The compilation of standards and norms is a highly technical work, with strong professionalism and wide coverage, which requires strong organization, coordination and guarantee. All units should further improve their sense of responsibility and urgency in the preparation work, work together in a division of labor, and go all out to ensure the smooth development of the preparation work. I want to emphasize the following points:
(1) Strengthen leadership over the preparatory work. The Ministry attaches great importance to this work, which is an urgent task that the Ministry of Environment needs to pay close attention to in recent years. Therefore, after entrusting the association, the Ministry of Environment should continue to pay close attention, strengthen the leadership of the whole compilation work, keep abreast of the dynamics and progress of the compilation work, closely track and understand the difficulties and problems existing in the compilation process, and provide necessary help and support. The secretariat of the Association shall establish relevant working systems, carry out technical training in a timely manner, supervise and inspect the progress and quality of work, organize the final review and acceptance, closely contact the lead organization unit, and make every effort to coordinate and guarantee the work.
(two) the lead organization unit should earnestly take responsibility. Whether the preparatory work can be successfully completed is very important for each lead agency. Shanghai, Hubei, Guangdong, Chongqing, Sichuan, Shaanxi and other provinces (cities) land and resources departments, geological survey and monitoring institute (emergency center, Three Gorges Center) and water environment center must attach great importance to it, with the institute as the lead organization unit. First, after this meeting, it is necessary to hold a special meeting quickly, deploy the preparatory work that the unit is responsible for, sign relevant agreements, and clarify the tasks and responsibilities of each unit; The second is to urge and guide the editor-in-chief and the participating units to formulate the compilation work plan, and coordinate and solve the problems and difficulties encountered in the compilation work in a timely manner through organizing meetings, seminars, technical training and expert consultation; Third, in the future compilation process, we should closely contact and cooperate with the secretariat of the association, communicate and feedback the compilation situation in time, and arrange special personnel to contact the association and the editor-in-chief unit; Fourth, by giving honors and rewards, we will give some inclined support in terms of work funds and project arrangements. We will fully mobilize the enthusiasm of the editor-in-chief units and participating units. If the work is not promoted and paid enough attention, it is recommended to replace the secretariat of the association in time.
(three) the preparatory unit should go all out to do the specific preparatory work. The editor-in-chief units and participating units of various standards and specifications produce high-quality first drafts within the specified time, which is an important basis for successfully completing the compilation work. All compiling units should realize that participating in the compilation of standards and specifications is not only a glorious task entrusted by superiors, but also an excellent opportunity to improve their status and popularity in the industry. In the long run, we should regard compilation as an important task of our own work and invest enough manpower, financial resources and material resources to ensure the progress and quality of compilation. We should conscientiously sum up the practical experience of our unit in prevention and control projects for many years, and also learn from the good experiences and practices of other peers. More importantly, it is necessary to take this opportunity to conduct in-depth research on some key issues that are generally concerned by the industry, so that our unit can become a leader and authority in a certain aspect of the disaster prevention industry.
(4) Give full play to the role of experts. The Association has set up an expert committee with 396 expert consultants, which basically includes outstanding talents in the field of disaster prevention and control in China. There are respected academicians and professors, young technical backbones and talented young talents. They are the "think tank" and "think tank" of disaster prevention and control work. In the whole process of compiling norms and standards, we should give full play to the decision-making and consulting role of experts. When drafting, we must rely on the guidance of experts. When encountering difficulties and doubts, we must rely on experts to discuss and decide. Finally, we must rely on experts to review the quality of acceptance standards and specifications. Some standards and norms even require experts to go into battle in person.
(5) Establish a long-term mechanism for compilation and revision. Standards and specifications have certain timeliness, and must be constantly revised and formulated according to the progress of theoretical methods, technical means, engineering materials and the needs of economic and social development. Therefore, the compilation of standards and norms is both a "war of annihilation" and a "protracted war". The secretariat of the Association should take this compilation as an opportunity, strengthen publicity, education and technical training, continuously enhance the understanding and attention of the whole industry on the compilation of standards and norms for disaster prevention and control, give certain honors to the units and individuals involved in the compilation, and give the editor-in-chief and participating units the right to sign the officially released compilation results, further mobilize the enthusiasm of industry forces to participate, and lay the foundation for the future compilation of standards and norms. In the end, it will promote the formation of a work pattern that is guided by government departments, organized by industry associations, driven by demand for prevention and control, with the participation of industry forces and Industry-University-Research, and form a long-term mechanism for the revision and revision of standards and norms that is compatible with economic and social development, technological progress in prevention and control, and people's concern.
