I. Overview
Pharmacy is an important functional department in charge of hospital pharmacy, which integrates drug procurement, supply, dispensing, preparation, economic management, clinical pharmacy, scientific research and implementation of pharmaceutical laws and regulations. 1989 The Measures for Hospital Pharmacy Management promulgated by the Ministry of Health clearly stipulates: "Hospital pharmacy work is an important part of hospital work, and it is an important link to improve medical quality and ensure the safety and effectiveness of patients' medication. Health administrative departments and hospital leaders must attach importance to and strengthen leadership. "The promulgation and implementation of the Drug Administration Law of People's Republic of China (PRC) (hereinafter referred to as the Drug Administration Law) has changed many pharmaceutical affairs management from simple administrative management to legal management, so it is very important to attach importance to the management of pharmacy department.
According to the scale of the hospital, the names of pharmacy departments were updated, such as hospital pharmacy department and pharmacy department.
Second, the nature of pharmacy department
Hospital pharmacy department is a medical technology department, which has the characteristics of professionalism, business supervision, information guidance, high management efficiency and service.
Profession and technology
Dispensing, preparation, drug testing, clinical pharmacy and pharmaceutical care in pharmacy are all professional and highly technical work. With the refinement of professional division of labor, the requirements of technical level are getting higher and higher.
Commercial supervision
Pharmacy department is not only the executor of drug management and related drug management laws and regulations, but also the supervisor and inspector of the implementation of drug management laws and regulations in various departments of the hospital. Under the leadership of the dean in charge, the pharmacy department supervises and manages the drug quality of the whole hospital, including business supervision and self-supervision.

Information is the most basic and active factor in all hospital pharmacy work. Pharmacists make full use of their professional knowledge and various pharmaceutical information materials to provide pharmaceutical information and consulting services for medical staff and patients, participate in clinical work, put forward rational drug use suggestions, and improve the level of drug use in hospitals.
Management effectiveness
Procurement and supply management of pharmacy department is one of the forms of hospital management and economic management. It is of great significance for hospitals to ensure drug supply, rationally use drug turnover funds and actively improve economic benefits on the premise of improving social benefits.

Pharmacy work involves many administrative functions and departments, as well as a lot of highly technical business work, which should not only manage people, but also manage technology. More importantly, it is necessary to provide good service to ensure the demand and safety of drug use in hospital diagnosis and treatment.
Third, the task
The basic task of pharmacy department is to supervise and inspect the rational use of drugs in all departments of our hospital according to the relevant provisions of the Drug Administration Law and drug administration regulations, prevent abuse and waste, provide all kinds of high-quality drugs and preparations for medical treatment, scientific research and teaching in a timely and accurate manner, serve patients, actively cooperate with medical treatment to carry out clinical pharmacy and scientific research, and be a good clinical staff. Its specific tasks are: ① according to the needs of medical treatment, scientific research and teaching in our hospital, purchasing drugs according to the list of essential drugs formulated by our hospital, and doing a good job in the storage, supply and account card registration of drugs. (2) according to the doctor's prescription or prescription list, timely and accurately allocate prescriptions and prescription drugs. ③ Cooperate with clinic and actively develop new preparations of Chinese and western medicines. The hardware and software of the preparation room must meet the preparation acceptance standards. (4) Strengthen drug quality management, establish and improve drug supervision and inspection system, and fully control drug quality. ⑤ Carry out clinical pharmacy and medication monitoring, do a good job in drug consultation, therapeutic drug monitoring, pharmacodynamics and pharmacokinetics research, and ensure that patients use drugs safely, effectively and economically. ⑥ Cooperate with clinic to do a good job in clinical trials of new drugs and re-evaluation of drug efficacy. ⑦ Strengthen the monitoring of adverse drug reactions, report to the Adverse Drug Reaction Monitoring Center of the Ministry of Health in time and put forward opinions on the need to improve or eliminate drug varieties. (8) Pay attention to information work, and carry out drug use trend analysis and pharmacoeconomic research. Four, the organization and staffing of pharmacy department
The organization and staffing of hospital pharmacy department should be comprehensively considered according to the scale and nature of hospital functions and the needs of hospital pharmacy development.
(1) organizational structure
The organizational structure of pharmacy department should be set according to the principle of hospital classification management, that is, the different requirements of "first-,second-and third-class" hospitals. As shown in figure 1, figure 2 and figure 3.
(2) Staffing
According to the "Trial Implementation of Organizational Principles of General Hospitals (Draft)" issued by the Ministry of Health and the Ministry of Labor and Personnel 1987, pharmacists in general hospitals account for 8% of the health technicians in the hospital. However, with the development of hospital pharmacy, the content of hospital pharmacy is constantly enriched, and the workload of outpatient service is heavy, so some experts suggest that 10% pharmacy staff is appropriate.
The "Measures for the Administration of Drugs in Hospitals" promulgated by the Ministry of Health stipulates that non-pharmaceutical technicians such as accountants, statistics, pricing, cleaning appliances, disinfection and distillation. The needs of the pharmaceutical department (department or office) should be increased by the hospital according to the actual needs, not included in the preparation of pharmaceutical technicians.
Five, the hospital pharmacy management committee
According to the Measures for Hospital Pharmacy Administration of the Ministry of Health, "In order to coordinate and guide the scientific management and rational use of drugs in hospitals, hospitals at or above the county level (including the county level) should set up pharmacy management committees." In Japan, it is called Pharmacy Committee or Drug Selection Committee, and in Britain and the United States, it is called Drug and Treatment Committee.

(2) Task
1. Study and designate the list of essential drugs in our hospital and revise it regularly (at least once every two years); To examine and approve the drug use plan of our hospital; Annual budget and final accounts of drugs and their implementation.
2. To study and approve all kinds of new drugs applied by the hospital, examine and approve the quality standards and operating procedures of new preparations in our hospital and report them to the health administrative department.
3. Organize to evaluate the clinical efficacy and adverse reactions of new and old drugs.
4. Timely study and solve major problems in medical medication in our hospital.
5. Entrusted by the administrative department of health, conduct clinical trials of new drugs, study and solve problems in clinical trials, and review the summary report of clinical trials.
6. Publicize and implement the laws, regulations and rules of drug supervision and management, and supervise and inspect the implementation of drug management regulations in our hospital.
7. Participate in case discussion, consult medical records, analyze prescriptions, and guide doctors to use drugs rationally. Timely study drug-induced diseases and adverse drug reactions caused by irrational drug use, evaluate the efficacy of drugs, eliminate drugs with unknown efficacy, and be responsible for supervising the destruction of expired drugs and prescriptions beyond the shelf life.
8. Organize academic activities of hospital pharmacy.
