According to the overall deployment of the Notice of the Ministry of Education and the Ministry of Finance on Reforming and Implementing the National Kindergarten Teacher Training Plan, the state has formulated the guiding standards for kindergarten teacher training courses in primary and secondary schools, scientifically diagnosed the training needs of teachers, designed progressive training courses in different categories and levels, and carried out training with distinctive themes.

The guiding standards are based on 18 standards of teachers' moral cultivation, class management, learning and development, and subject teaching in compulsory education, and 4 standards of teachers' research and support for children in preschool education, child care and education, with a total of 22 standards.
