According to the practice of file management in recent years, the author talks about some experiences of personnel file management in schools.

First, the definition of personnel files

Personnel files are written materials organized and formed by personnel departments in accordance with the Party's cadre policies and relevant regulations, which record cadres' personal experiences, political thoughts, moral style, professional ability, work performance, work performance and other contents. They are an important basis for investigating, understanding and correctly selecting and using cadres.

Second, the personnel file management problems

Since the personnel file system came into being in 1950s, as a conventional public management tool, it has made indelible institutional contributions to China's credit construction, cadre management, national security and welfare distribution. However, with the acceleration of reform and opening up and the deepening of socialist market economy, the identity and institutional disadvantages of the traditional personnel file system have also been exposed. ? Therefore, the traditional personnel file system will come to an end, and a new and scientific personnel file system will emerge. According to the spirit of the national talent work conference, in order to promote the rational flow of talents, it is necessary to further eliminate the restrictions of urban and rural areas, regions, departments, industries, identities and ownership in the flow of talents, develop personnel agency business, reform the household registration and personnel file management system, relax the household registration access policy, promote the work residence permit system based on the introduction of talents, and explore the establishment of a socialized personnel file management service system. The author thinks that the public policy innovation of personnel archives and its system must develop along the direction of contracting, socialization, electronization and legalization, that is, contracting, socialization, electronization and legalization are the inevitable paths of personnel archives system innovation.

The content and filing are not standardized, and the file quality is not high. First, the contents of archival materials are inconsistent. ? A calendar for three years old? (age, length of service, party age, education) records are diverse, individual cadres? The younger you are, the earlier you work and the higher your education level? . Second, the specifications of archive paper are different. Although 16 public paper is stipulated for archives, at present, most official documents are A4 paper, and most academic materials printed by colleges and universities are A4 paper. Paper sizes vary, causing some forms to print beyond the binding line, which brings trouble to the filing work. Third, the material classification is not accurate. Some materials that should not be filed were filed, but scattered materials were not filed in time. Fourth, there is a shortage of archives. If the reward and punishment materials are lost, a small number of resumes and autobiography are not stamped with the official seal of the personnel department. In addition, with the development of the times, some outdated information contents in cadre personnel files can no longer meet the needs of enterprise development. If there are many contents to record basic information such as personal resume, social relations and political outlook, but few contents to reflect personal work ability and technical expertise, these will directly affect the quality of archives.

In use, the technical means are backward and the operation efficiency is low. In the process of filing, some units did not use the electronic information management system of cadres' personnel files, but mostly relied on manual operation, which was time-consuming and laborious and inefficient, which was incompatible with the overall modernization, informationization and scientific management level of the industry.

Thirdly, the author's suggestions on personnel file management.

To maintain the high quality of personnel archives work, there must be scientific management methods. The traditional management method is scientific in a certain period, but with the development of the situation and the change of the requirements of cadre work for personnel file management, its limitations will appear. Therefore, the current personnel file management must keep up with the needs of cadres' work and realize the standardization and informatization of management:

1. Standardize the collection, archiving and identification of archival materials. To improve the management quality of cadres' personnel files, it is important to collect and supplement archival materials in time, and whether the collection, filing and appraisal of materials are standardized will directly affect the quality of archival materials. The collected archival materials should be carefully identified from the aspects of completeness of procedures, accuracy and conciseness of expressions, and clarity of viewpoints. Those that do not meet the requirements shall be returned in time, corrected within a time limit and re-filed. Materials that do not belong to the filing scope should be returned to the relevant units in time to ensure that they are not lost.

2. Improve the way of file retrieval and access, implement computer management, and improve the information level of file management. Is the retrieval of cadres' personnel files used? Four-corner coding? Law or? Pen number? Both of these methods are scientific through surname retrieval, but they are time-consuming, complicated to use and inefficient. In order to improve efficiency, we can consider using the sequential number of English letters to arrange them, which is convenient for memory, search and speed up. At the same time, in order to improve the level of file management, we can use computers to manage personnel file information and study and establish two systems: retrieval system and utilization system. At the same time, running the original management system of cadres' personnel files, so that file inquirers can access the original files of cadres by computer without touching the files of cadres, can not only improve the speed of accessing files, but also be conducive to the confidentiality and safety of cadres' personnel files.

3. Classified management. The archives of national civil servants are established and managed by the organization and personnel department in accordance with the management authority; The files of other personnel will break the restrictions of identity, education, professional title, industry and region, and will be established and managed by the talent exchange institution affiliated to the government personnel department.

5. Use modern management science.
