References are written before thanks.

There are strict requirements on the format of graduation thesis. Generally speaking, the arrangement of several parts of graduation thesis is cover, table of contents, Chinese and English abstracts, text, conclusion, references, and finally thanks and achievements and awards obtained during the degree study.

Therefore, the first is reference, and the last is thanks. References are part of the previous paper, but acknowledgements are not part of the text.
