According to Article 41 of the Measures for the Administration of Compulsory Drug Addiction, the living expenses and treatment expenses of drug addicts during drug treatment shall be borne by themselves or their families. If drug addicts are really unable to pay, the police station where their accounts are located will issue a certificate, and the compulsory drug rehabilitation center will draw up a budget plan and report it to the local financial department for settlement.
The living expenses and treatment expenses of drug addicts shall be uniformly formulated by the public security departments and bureaus of all provinces, autonomous regions and municipalities directly under the Central Government according to the local actual conditions, and shall be reported to the Ministry of Public Security for the record.
According to Article 42 of the Measures for the Administration of Compulsory Drug Rehabilitation, compulsory drug rehabilitation centers shall issue receipts for the living expenses and treatment expenses paid by drug addicts or their families, keep separate accounts and manage them separately. According to the provisions of Article 33 of the Anti-drug Law of People's Republic of China (PRC), the public security organ may order drug addicts to receive community drug rehabilitation, and notify the urban neighborhood offices and township people's governments of the drug addicts' domicile or current residence. The period of community detoxification is three years.
Drug addicts should receive community detoxification at their place of residence; If you have a fixed residence in your current place of residence outside your domicile, you can accept community drug rehabilitation in your current place of residence.
According to Article 38 of the Anti-drug Law of People's Republic of China (PRC), if a drug addict is under any of the following circumstances, the public security organ of the people's government at or above the county level shall make a decision on compulsory isolation and detoxification:
(1) Refusing to accept community drug rehabilitation;
(2) Taking or injecting drugs during community detoxification;
(three) a serious violation of the community drug agreement;

The public security organ can directly make a decision of compulsory isolation for drug addicts who are seriously addicted to drugs and are difficult to get rid of them through community detoxification.
Drug addicts who voluntarily accept compulsory isolation detoxification may enter compulsory isolation detoxification places with the consent of the public security organs.
