Russia's foreign strategy focuses on integration into the western world, but this road is not smooth. Russia's tradition, history and national conditions determine that it has fundamental conflicts of interest with the West on many major international and domestic issues. This kind of conflict prompted Russia to turn to the independent diplomatic strategy of big countries again. This independent big country diplomacy has three most prominent characteristics: first, it actively participates in international affairs with a posture commensurate with its status as a big country; Second, independent diplomacy rather than dependent or vassal diplomacy; Third, integrity and coherence.

The basis of implementing the independent diplomacy of great powers is strength, which includes hard power such as economy, military, science and technology, as well as soft power such as culture, politics and system. Russia turned to independent diplomacy of great powers on the premise of strong rejuvenation of great powers. In 2005, Russia's GDP reached more than 700 billion US dollars, and the overall level of economic development has returned to 70% before the disintegration of the Soviet Union. As for military strength, Russian media said that it has recovered to 80%. Russia actively promotes the independence diplomacy of great powers, and the purpose is also for the strong rejuvenation of Russia. On the international stage, Russia deals with the United States and other western countries in an orderly way. The basic principle it adheres to is the supremacy of national interests. In fact, Russia's foreign strategy has indeed provided a more favorable external environment for Russia's revival and promoted the promotion of Russia's soft power.

However, due to the gap in comprehensive strength between Russia and western powers, Russia has obvious pragmatism and flexibility in the process of implementing the independence diplomacy of great powers, including avoiding direct confrontation with the United States as much as possible and making temporary concessions and compromises under unfavorable circumstances. However, Russia has never forgotten to "make a difference." Russia regards the CIS region as its backyard, and makes use of the traditional economic, cultural and even military ties between CIS countries to actively build an integrated cooperation model of CIS countries under the new situation and enhance the cohesion of CIS. In Central Asia, a new security model of Central Asia has been established through the Shanghai Cooperation Organization, making it a frontier position to resist the "color revolution". In moving eastward and southward, Russia actively promotes the process of cooperation between Russia and China. At present, China and India have become two pillars of Russian diplomacy in Asia.

As permanent members of the UN Security Council, China and Russia share the same position and requirements in many international affairs and face the common task of accelerating their own development and realizing national rejuvenation as soon as possible. Strengthening cooperation between China and Russia at the strategic level is beneficial to both China and Russia and to the development of the whole world in the direction of multipolarization. At the same time, how to make a difference in the process of actively participating in international affairs without destroying and affecting the period of strategic opportunities won through years of hard work is also the same issue facing China and Russia.
