In order to strengthen the construction of grassroots political and legal cadres in our province and improve the recruitment and training system of political and legal police officers, according to the "Pilot Implementation Plan for the Reform of the Recruitment and Training System of Central Political and Legal Police Officers" and the overall deployment of the implementation work in our province, the Organization Department of Shaanxi Provincial Party Committee, the Shaanxi Provincial Department of Human Resources and Social Security, the Shaanxi Provincial Department of Education and the Shaanxi Provincial Civil Service Bureau decided to organize and implement the targeted training for the recruitment of police officers in grassroots political and legal organs in 2009. The specific recruitment procedures and related matters are hereby announced as follows:

I. Guiding ideology and principles

The guiding ideology of the directional training of grassroots political and legal police recruitment is: closely surrounding the overall situation of strengthening political and legal work and the construction of political and legal cadres, aiming at cultivating applied and compound political and legal talents with high political and professional quality and strong practical ability, selecting outstanding talents from ordinary college graduates, retired soldiers and veterans to provide talent guarantee and intellectual support for grassroots political and legal organs below the county (city) level in the province.

The principle of recruitment is:

(1) Recruiting according to law

Strictly implement the Civil Service Law and the regulations on the employment of civil servants, resolutely implement the principles of "all who enter must take the exam" and "openness, fairness and justice" to ensure equal competition for those who meet the conditions for entering the exam.

The recruitment of grassroots political and legal police officers adopts the way of unified examination of civil servants' subjects and joint examination of academic qualifications in the province, which is specifically organized and implemented by the Organization Department of the Provincial Party Committee, the Provincial Department of Education and the Provincial Civil Service Bureau.

Second, the training mode and educational system

University education

College education adopts the training mode of high school education and above, with a schooling period of two years, in which the internship in grass-roots political and legal organs is not less than half a year, and the college graduation certificate is issued to students who meet the graduation conditions.

Undergraduate education

Undergraduate education adopts the training mode of applying for junior college education, undergraduate education, second bachelor's degree education and obtaining a bachelor's degree, with a schooling period of two years. Among them, students who have practiced in grass-roots political and legal organs for not less than half a year and completed their required studies are awarded undergraduate graduation certificates and bachelor's degrees in accordance with relevant state regulations.

(3) Postgraduate education

Postgraduate education adopts the education and training mode of master of laws with bachelor degree or above as the starting point, with a schooling period of two years. On the basis of completing the requirements of the training program for master of laws, we will focus on strengthening the application of knowledge and the cultivation of professional skills. During my stay at school, I will arrange one year of theoretical teaching and one year of practical teaching, among which I will practice in the practical department for half a year. In accordance with the relevant provisions of the state, those who pass the course examination and pass the thesis defense will be awarded a master's diploma and a master's degree in law.

Three. Recruitment target and qualification

(1) Recruitment target

1, full-time college graduates (including those who graduated in 2007 and 2008, whose household registration and files are still in their original schools or talent exchange service centers at all levels, and are regarded as fresh graduates according to state regulations).

There are generally no professional restrictions on the positions that college graduates apply for, except for the post requirements stipulated by the Organization Department of the Provincial Party Committee and the Provincial Civil Service Bureau.

(6) Those who apply for the post of People's Police Academy and the second-level training level are not more than 27 years old (that is, born after September 30,1982); At the same time, it should also meet the physical examination standards of the people's police (such as male height 1.70 meters or more, female height 1.60 meters or more, and bilateral vision of 5.0 or more).

2. Education:

(1) To apply for a master's degree in law, one must have a bachelor's degree in law or above and obtain a bachelor's degree in law.

Online registration is conducted according to the following procedures:

(1) Submit the application.

Candidates (including retired soldiers) can log on to Xi Personnel Examination Network from 8:00 on July 20th to 27 18:00 on July 27th, 2009, submit their application and upload their recent bareheaded 2-inch front photos in jpg format, with the size not exceeding 20KB. Applicants can only choose one position to register, and can't register with both old and new ID numbers. The ID cards used for registration and examination must be the same. At the time of registration, applicants should carefully read the letter of commitment of good faith and truthfully submit relevant information and materials. Anyone who practices fraud, once verified, will be disqualified from the examination or admission.

The registration and recommendation of retired soldiers shall be organized and implemented by the provincial military region in accordance with relevant regulations. After the applicants are audited by the Organization Department of the Provincial Party Committee and the Provincial Civil Service Bureau, the Xi Personnel Testing Center will arrange the examination room.

(2) Qualification examination and result inquiry

Shaanxi Higher People's Court, Provincial People's Procuratorate, Provincial Public Security Department and Provincial Department of Justice are responsible for the qualification examination of this system according to the published qualification conditions. The qualification examination shall be completed within 48 hours after the applicant submits the information. Those who pass the qualification examination cannot change to other positions. During the period from 8: 00 on July 20th to July 27th 18: 00, applicants whose qualifications have not been reviewed or failed to pass the review can change their positions, but they cannot change their positions after the registration deadline (July 27th 18: 00). Candidates can log on to the Xi Personnel Examination Network after the registration starts to check whether they have passed the qualification examination.

(3) Registration confirmation

Online confirmation. Candidates who have passed the qualification examination should register online from 8:00 on July 20th to 29 18:00 on July 29th, 2009 and pay the fee. Six, the determination of the interviewer and interview qualification examination

The way to determine the interviewer is to apply for the position, according to the order of the total written test scores from high to low, and according to the recruitment plan of 3: 1.

(2) Qualification examination

Seven. Interview, physical examination and inspection

Those who enter the physical examination shall be determined according to the comprehensive scores of the interviewers in the recruitment position from high to low. When there is only one person in the recruitment plan or the comprehensive score of the last candidate in the recruitment plan is tied, the medical examiner will be determined from high to low according to the written test scores of civil servants and the results of the joint education examination. If the number of job interviews does not reach the required proportion, the medical examiners shall be determined in the following ways:

1. If the number of job interviews is more than the number of job interviews, but it does not reach the required proportion, it shall be determined according to the order of comprehensive scores from high to low.

2. If the number of job interviews is less than or equal to the number of job interviews, candidates are allowed to participate in the interview and enter the medical examination.

(3) Physical examination and inspection

The physical examination and inspection work shall be organized and implemented by the Organization Department of Shaanxi Provincial Party Committee and Shaanxi Provincial Civil Service Bureau in accordance with the relevant provisions on the employment of civil servants.

Eight, the second interview and admission publicity

Candidates who apply for the post of Master of Laws shall be recommended by the Organization Department of the Provincial Party Committee and the Provincial Civil Service Bureau to the recruitment agency according to the proportion of twice the recruitment plan, and the recruitment agency will conduct a second interview according to the position. Those who pass the second interview shall be reported to the Organization Department of the Provincial Party Committee and the Provincial Civil Service Bureau by the recruitment organ to determine the candidates to be admitted; The candidates to be admitted shall be publicized online by the Organization Department of the Provincial Party Committee and the Provincial Civil Service Bureau; If there are no qualified personnel, the position will be cancelled. Those who apply for other positions shall be determined by the Organization Department of the Provincial Party Committee and the Provincial Civil Service Bureau for unified online publicity. The publicity period is 7 days. During the publicity period, if it is found that candidates do not meet the requirements for registration, the admission qualification will be cancelled.

Nine, admission

If there is no objection at the expiration of the publicity period, the Organization Department of the Provincial Party Committee and the Provincial Civil Service Bureau will notify the relevant universities and the Provincial Department of Education of the admission list, and the relevant universities will issue the admission notice according to the list and report it to the provincial recruitment office where the university is located for the record.

Ten, about admission management and graduate employment.

When the admitted personnel report to the relevant institutions, they will sign an orientation training agreement with the admission institutions, the Political and Legal Committee of Shaanxi Provincial Party Committee and the orientation unit to accept the training. During school, according to the management of students, we should abide by the rules and regulations of the school. Admission personnel are free of tuition during their study in school and given living allowance.

Those who have completed their studies and graduated are qualified to report to the orientation unit, and the recruiting unit handles the recruitment procedures of civil servants according to the prescribed authority and procedures. Those who are unqualified during their study in school or have not obtained the corresponding academic degree when they graduate, and those who do not meet the qualifications of the corresponding positions when they graduate, shall not be employed as civil servants. The state is not responsible for arranging jobs, and candidates choose their own jobs. At the same time, a one-time refund of subsidies (including tuition and living allowances). Fresh graduates who fail to work in targeted units due to breach of contract are not allowed to work in other party and government organs or institutions managed by reference to the Civil Service Law, and the situation will be recorded in the candidates' credit files. After the decision of breach of contract is announced, they will be refunded the education expenses and subsidies (including tuition fees, training fees and living allowances) in one lump sum, and 50% of the expenses will be paid as liquidated damages.
