1. Abide by discipline and law: you must abide by national laws and regulations, have good professional ethics and code of conduct, and consciously perform your duties.
2. Professional work: Engaged in professional work for more than ten years after graduation, and held intermediate titles for more than five years. Or graduated from college, engaged in professional and technical work for more than fifteen years, and served as an intermediate title position for five years.
3. Professional title examination: You must pass the professional title foreign language grade examination and professional title computer application ability examination stipulated by the Municipal Vocational Reform Office.
4. Papers: Submit two professional papers with high academic level written by engineers during their tenure, and determine 1 as "presiding papers". The "presiding paper" shall be written by the applicant or the first author, and at least one of the two papers submitted shall be published in professional and industrial journals at or above the provincial and municipal levels.
5. Professional defense: For professional and technical personnel who do not have the corresponding academic qualifications and qualifications, if they are really talented, have made remarkable achievements and made outstanding contributions, they may also apply for review upon the recommendation of their units. Applicants who do not have the required academic qualifications and qualifications must participate in professional defense.
