Fang is a famous translator. He is currently the executive vice president of Hang Seng School of Management in Hong Kong, the dean and professor of the School of Translation, the honorary professor of the School of Foreign Languages of Shandong University, and the editor-in-chief of Hong Kong Drama Magazine and other academic journals.

Professor Fang graduated from New Asia College of the Chinese University of Hong Kong and went to Canada for further study. He received a master's degree in literature and a doctorate in philosophy from York University and the University of Toronto respectively. He has taught at the University of Toronto and York University, and is the head and professor of translation at the Chinese University of Hong Kong.

He is a member of the Drama Section of the Leisure and Cultural Services Department of the Hong Kong Special Administrative Region, the director of the Hong Kong Repertory Theatre, and the consultant of the Drama School of the Hong Kong Academy for Performing Arts.
