In order to reverse the one-sided, excessive and distorted use of related indicators of SCI papers in current scientific research evaluation, standardize the use of related indicators of SCI papers in all kinds of evaluation work, encourage the use of comprehensive evaluation methods combining qualitative and quantitative methods, explore the establishment of a scientific evaluation system, guide the evaluation work to highlight scientific spirit, innovative quality and service contribution, promote universities to return to their initial academic heart, purify academic atmosphere and optimize academic ecology, we hereby put forward the following opinions.
First, accurately understand SCI papers and related indicators. SCI (Scientific Citation Index) is a widely used index system for scientific and technological documents at home and abroad. SCI papers are published in SCI journals, and the related indicators include the number of papers, the number of cited papers, highly cited papers, impact factors, ESI (Basic Scientific Indicators Database) ranking and so on. These are not the direct basis for evaluating academic level and innovation contribution.
Second, deeply understand the influence of "SCI first" papers. Relevant indicators of SCI papers have become the core indicators of academic evaluation, professional title evaluation, performance evaluation, talent evaluation, subject evaluation, resource allocation and school ranking. It makes the scientific research work in colleges and universities excessively pursue the relevant indicators of SCI papers, even aiming at publishing the number of SCI papers, high-impact papers and highly cited papers. There are some problems in scientific and technological innovation, such as distorted pursuit of value, impetuous style of study, and quick success and instant benefit.
