Xu, born in September, 196 1, was born in Yueqing County, Zhejiang Province. 1984 graduated from Nanchang Institute of Aeronautical Technology with a bachelor's degree in metal materials and heat treatment; 1987 graduated from Northwestern Polytechnical University with a second bachelor's degree in law.
