The continuing education of professional and technical personnel mentioned in these Provisions (hereinafter referred to as continuing education) refers to the supplement, renewal, broadening and improvement of the knowledge and skills of on-the-job professional and technical personnel. The personnel administrative department of the fourth provincial people's government is responsible for the planning, guidance, coordination and supervision of continuing education in the province.
The personnel administrative departments of the people's governments at the city (prefecture) and county level shall be responsible for the organization, implementation, supervision and inspection of continuing education within their respective administrative areas.
The industry management department is responsible for formulating the continuing education plans and plans of the industry and organizing their implementation.
The personnel administrative department of the people's government at or above the county level shall, jointly with the industry management department, formulate the continuing education and training plan and organize its implementation. Article 5 Continuing education shall adhere to the principles of integrating theory with practice, combining learning with application, teaching according to needs, and paying attention to practical results, with short-term training, amateur study and self-study as the mainstay. Article 6 Institutions of higher learning and various vocational education institutions, adult education institutions and other specialized training institutions engaged in continuing education (hereinafter referred to as continuing education training institutions) approved according to law may engage in continuing education activities within their professional scope.
Continuing education and training institutions should establish a teacher pool, strengthen teaching management, and ensure teaching quality. Seventh forms of continuing education for professional and technical personnel:
(a) Participating in correspondence courses, refresher courses, seminars, training courses and lectures organized by continuing education and training institutions;
(two) to study in teaching, scientific research and production units;
(three) to participate in academic conferences, exchanges and lectures at home and abroad;
(4) Going abroad for further study, training and inspection;
(5) Studying for a degree or receiving academic education;
(6) receiving online distance education;
(seven) other forms of continuing education. Article 8 The units where professional and technical personnel work shall perform the following obligations:
(a) to formulate the continuing education plan and management measures of the unit;
(two) organize professional and technical personnel to participate in continuing education, arrange study time, and provide necessary study funds and corresponding conditions;
(three) to register and check the continuing education of professional and technical personnel. Ninth professional and technical personnel should obey the continuing education arrangements of their units. Senior and intermediate professional and technical personnel receive continuing education for 72 hours every year, with a total of not less than 360 hours in five years; The time for junior professional and technical personnel to receive continuing education is 32 hours per year, and the accumulated time for five years is not less than 160 hours. Article 10 The sending unit shall sign an agreement with the professional and technical personnel who have been sent abroad for study, further study or full-time continuing education in China for more than 6 months and have been studying part-time 1 year or more. Eleventh professional and technical personnel enjoy the same wages and welfare benefits as the employees of their own units during the continuing education. Twelfth professional and technical personnel to obtain scientific research results or published papers, works and other achievements can be converted into hours. The specific measures shall be formulated by the personnel administrative department of the provincial people's government in conjunction with relevant departments. The personnel administrative department of the thirteenth provincial people's government shall establish a system of examination, evaluation and registration for professional and technical personnel to receive continuing education.
The personnel administrative department of the people's government at or above the county level shall register the time, hours, learning forms, learning contents and assessment results of continuing education for professional and technical personnel as one of the contents of job appointment and job promotion for professional and technical personnel. Fourteenth continuing education funds by the government, units and individuals to solve through multiple channels:
(a) financial departments at all levels arrange a certain amount of funds every year for the development of continuing education;
(two) conditional areas, can set up special funds for continuing education in accordance with state regulations;
(three) enterprises, institutions and other social organizations shall ensure that the funds for continuing education in their own units are not lower than the standards set by the state;
(four) the individual shall bear the corresponding expenses in accordance with the provisions of the state and the unit.
Encourage social organizations or individuals to support continuing education through various forms. Fifteenth professional and technical personnel in the unit of continuing education funds charged in the staff education funds, the implementation of earmarking, shall not be withheld, misappropriated or misappropriated. Sixteenth professional and technical personnel who do not obey the continuing education arrangements of their units shall be criticized and educated by their units; If the learning task cannot be completed on schedule without justifiable reasons, it shall bear part or all of the learning expenses paid by the unit. Seventeenth professional and technical personnel unit in violation of the provisions of article eighth, the relevant departments shall be ordered to make corrections within a time limit; If it fails to change within the time limit, the directly responsible person in charge and other directly responsible personnel shall be punished according to law.
