At the end of last year, I chatted with a former colleague who had resigned to teach in the school and talked about the senior title evaluation she participated in last year. She said that if she passed the senior engineering title, she could enjoy the treatment of an associate professor in the school, but unfortunately she didn't pass the exam.

Ask the reason, there are too few papers and the level of publications is not high. She lamented: "If only there were SCI!"

I said that senior engineers don't need a high level of publication, and some colleagues won the vice high school by publishing an article in regional and provincial journals. She said that college standards would be different, and at least one EI was needed. She also sent me the award-winning standard of her school thesis. She was shocked when she saw it. She published a SCI paper, and awarded 8000-20000 according to different grades. Oh, my God. Colleges and universities are so rich!

What is this, SCI? It is worthy of college teachers and students to spare no effort to pursue. After checking the information, I know that SCI papers refer to papers published in journals included in SCI (Scientific Citation Index). This kind of paper is promoted by most scientific research institutions, universities and other units as the standard of professional title promotion and degree evaluation. For example, SCI papers must be published after doctoral graduation, which is a hard indicator to evaluate professors.

As a result, teachers and students in many universities have to waste a lot of energy to write and publish SCI papers. Moreover, SCI papers must be written in foreign languages, which makes them have to devote part of their energy to foreign languages and take up a lot of time that should have been really spent on scientific research.

It is understood that the page fee of general SCI papers is about 1 1,000-1 1,500 USD, which is about 7000- 1 1,000 RMB, but the page fee of a few journals is very high, reaching more than11,500 RMB. I read an article in today's headlines this morning that the cost of publishing SCI papers every year in China is enough to build an aircraft carrier. It's not alarmist!

In fact, these SCI papers are just like Chun Xue to most people in China. Not many people can't use it, even if they see it, they can't understand it. Scientists in China want to read them, but they can't use them. For example, I also refer to some foreign materials in my work, but I have come into contact with some American SAE papers at most, which is equivalent to EI level, and SCI has hardly met them.

Think about this epidemic, most papers about COVID-19 are published in foreign SCI retrieval journals for the first time. If Professor Zhang Yongzhen of Fudan University hadn't accused Associate Professor Gao Shan of Nankai University of publishing an article "Bioinformatics Analysis of Wuhan 20 19 Virus Sequence" in the Chinese core journal Bioinformatics on June 5438+1October 2 1 2020, most people in China didn't know that this virus had been discovered and had been studied.

Moreover, the papers published by domestic experts in foreign journals pointed out that there was a phenomenon of human-to-human transmission from mid-June 65438 to February last year. If these articles are published in China, can they attract widespread attention and be controlled as soon as possible, and can they avoid more tragedies?

The Ministry of Education and the Ministry of Science and Technology have probably learned from this painful experience! Finally, it is recognized that there are some phenomena in the current scientific research evaluation, such as one-sided, excessive and distorted use of related indicators of SCI papers. It is required to standardize the use of related indicators of SCI papers in all kinds of evaluation work.

Recently, the Ministry of Education and the Ministry of Science and Technology issued "Several Opinions on Standardizing the Use of Relevant Indicators of SCI Papers in Colleges and Universities and Establishing Correct Evaluation Orientation" (hereinafter referred to as "Opinions"), which put forward clear requirements for breaking the "SCI supremacy" of papers.

The Opinions require that the use of relevant indicators of SCI papers should be standardized. To improve the evaluation of disciplines and schools, we should highlight the quality and contribution of innovation in the evaluation and carefully select quantitative indicators. Optimize the way of job title (position) evaluation and employment, and do not take the relevant indicators of SCI papers as the direct basis for job title (position) evaluation and employment, nor as the precondition for personnel employment. This article should be a big plus for my colleague who studied in the enterprise! At least you don't have to compete with other teachers for English.

The opinion also requires that the utilitarian tendency of assessment and reward should be reversed. It is not appropriate for the school to set the index requirements for departments and individuals, and cancel the rewards for individuals and departments directly according to the relevant indexes of SCI papers. It remains to be seen whether the SCI bonus in the award table at the beginning of the article, if used to reward articles in domestic core journals, is more likely to motivate teachers and students in domestic universities to publish high-level papers and promote the progress of domestic academic level.

The Opinions also put forward new requirements for scientifically setting quality standards for degree awarding: the number of published SCI papers and influencing factors should not be regarded as restrictive conditions for students' graduation and degree awarding. I have always wanted to study for a doctorate in engineering, but I have always been constrained by my poor English level, fearing that I will not be able to send SCI papers and graduate. In this way, the only obstacle has been cleared, and it should be considered this year, otherwise it will be old.
