The Guiding Opinions of General Office of the State Council on Promoting the Construction of Sponge City (Guo Ban Fa (2015) No.75) points out that "Sponge City refers to the urban development mode of natural accumulation, natural infiltration and natural purification by strengthening the management of urban planning and construction, giving full play to the absorption, infiltration and slow release of rainwater by ecosystems such as buildings, roads, green spaces and water systems".

In recent years, the traditional extensive urban development and construction has led to the destruction of rivers, lakes, green spaces and other ecological environments to varying degrees, and the hardened area of the ground has increased greatly, destroying the original natural ecological and hydrological characteristics of the city. After urban development and construction, rainwater that could have infiltrated into the ground in a large amount will form runoff in a short time, and it will be quickly discharged through "gray" facilities such as canals and pumping stations, which often causes the drainage system to be overwhelmed and waterlogged, and a large amount of rainwater cannot be infiltrated and utilized. In cities where the ecological environment has been destroyed, there have been a series of problems, such as waterlogging when it rains, deterioration of water ecology, shortage of water resources, pollution of water environment, lack of water security and so on.

Therefore, urban construction must change the development concept and mode, and build and develop on the basis of ecological protection. Building a sponge city is an important way to solve this series of problems.
