Hebei province used to be a place with dense forests in history, with virgin forests all over mountains, hills, dams and plains. From the Spring and Autumn Period and the Warring States Period, the forests in Hebei Province decreased rapidly, and were almost destroyed before the establishment of 1949 New China. Entering the 2 1 century, the forestry construction in Hebei province has entered the development period with the largest investment, the largest scale, the fastest speed and the best quality. The Hebei Provincial Party Committee and the provincial government issued the Decision on Promoting the Leaping Development of Forestry and the Opinions on Further Deepening the Reform of Collective Forest Right System, and put forward the forestry development goal of "building a green barrier between Beijing and Tianjin and recreating beautiful mountains and rivers in Hebei". The Standing Committee of the Provincial People's Congress promulgated a number of local forestry laws and regulations, such as the Regulations on Voluntary Tree Planting in Hebei Province and the Regulations on Closing Hills for Afforestation in Hebei Province. The provincial government issued Opinions on Several Policies for Further Accelerating Forestry Development, Opinions on Further Promoting the Reform of Collective Forest Right System, and Measures for the Implementation of Forest Fire Prevention in Hebei Province, and formulated several plans, such as Planning for the Construction of a Strong Fruit Province in Hebei Province, Planning for the Construction of Forest Board (Paper) Integration in Hebei Province, and Planning for the Construction of Green Passage Project in Hebei Province. Hebei forestry has developed into a collection of forestry, fruit trees, flowers and so on.
