That depends on whether there are corresponding school rules to bind him. If he guides students, the commission given by the school is given per head, and he can complain and report to the academic affairs office of the school. If he only gives voluntary guidance and doesn't give bonuses, it's only a matter of professional ethics as a teacher at most.
