Secondly, from the development and changes of the domestic situation in China. China is in an important period of strategic opportunities for further development. Economic construction, political construction, cultural construction, social construction and ecological civilization construction have been comprehensively promoted. The basic national conditions that China will remain in the primary stage of socialism for a long time have not changed. The contradiction between people's growing material and cultural needs and backward social production, the main social contradiction, has not changed. These two "invariants" are the biggest national conditions for us to continue to promote reform, opening up and modernization, and are also the national conditions for us to make decisions, think about problems and do things. In recent years, Anyang has put forward and implemented a series of ideas and measures that are in line with the reality of our city and conducive to scientific development around the goal of building a strong city with a regional center in northern Henan. The city's economy and society have maintained rapid development, and many tasks are at the forefront of the province. But at the same time, we are soberly aware that our development mode is still relatively extensive, the foundation of rural economic development is not solid enough, the independent innovation ability of enterprises is not strong enough, and the development of service industry is still lagging behind. Due to the impact of the international financial crisis, the environment faced by our city's development is extremely severe, and the difficulties faced by economic operation suddenly increase. Although the pressure has eased in the second half of this year, it is still an arduous task to complete the tasks of ensuring growth, people's livelihood and stability, and to build Henan's "North Gate" more brightly. To meet the requirements of the new situation and new tasks, we must further strengthen and improve the Party's self-construction.

Third, from the development and changes of our party itself. Since the reform and opening-up, our Party has made great achievements by closely combining with the great cause of developing Socialism with Chinese characteristics, constantly studying the new situation and new problems in Party building, and constantly promoting the practical innovation, theoretical innovation and institutional innovation in Party building. At present, the Party's level of leadership and governance, the Party's construction and the quality of party member's team are generally in line with the historical mission shouldered by the Party, but there are also many problems in the Party that are not in line with the new situation, new tasks and new requirements and the nature and purpose of the Party. Compared with the situation of party member cadres in our city, Zhang Guangzhi, secretary of the municipal party committee, pointed out that on the whole, party member cadres in our city are good, but we should also see that there are still many problems that are incompatible with the historical tasks undertaken and the requirements of Scientific Outlook on Development, especially some party member cadres are depressed, lax in discipline, sloppy in style and inefficient in procrastination.
