Therefore, many towns and villages regard highway construction as a good thing for ordinary people to do practical things and set up monuments, while maintenance is a long-term work, which has no effect at all, let alone any political achievements. Some people even think that now that the cement concrete pavement is built, there is no need for maintenance at all. If it continues, it will be a waste of financial, material and human resources. And the people along the line, some of them have a weak sense of service and traffic safety, just want to cool their own food and grass, and regard the cement concrete pavement as a good place for temporary threshing on the threshing floor. They often pile up all kinds of deposits on the roadside, and some even occupy the road, which brings great safety hazards to pedestrians and vehicles.
2. There is a gap in maintenance funds. According to the requirements of the provincial party Committee, the county road subsidy is 12000 yuan/km * year, the township road subsidy is 4000 yuan/km * year, and the village road subsidy is 1200 yuan/km * year. The above funds can only maintain the basic salary of maintenance personnel, and some of them are still short, so the funds for management personnel and corresponding equipment cannot be implemented. It is impossible to maintain the basic diseases of rural roads and it is difficult to maintain the stability of road conditions. Such development will inevitably lead to a new round of rural highway construction and a new round of investment increase, which not only wastes funds but also brings inconvenience to people's safe travel.
3. The maintenance team is unstable and the quality of maintenance personnel is low. Although villages and towns organize maintenance personnel to carry out road maintenance as required, most of the existing maintenance personnel are too old and their wages are low, and some even are elderly people over 60 years old, so they are incompetent for the maintenance work (generally, each maintenance personnel undertakes cement concrete roads with a maintenance mileage of 3-4 kilometers and 3.5 meters), so they cannot guarantee the maintenance quality, let alone improve the maintenance level. Therefore, the maintenance level and quality cannot be guaranteed, so it is unstable and personnel flow often occurs.
Second, the solution
1. Establish and improve the operation mechanism of maintenance management. In accordance with the principle of "unified leadership, county-oriented, graded responsibility", establish a management and maintenance organization system with lean organization, clear responsibilities, coordinated operation and strong supervision, establish and improve rural highway management and maintenance institutions at county and township levels, clarify the responsibilities of management and maintenance institutions, scientifically and reasonably determine the institutional setup and staffing standards, equip with necessary transportation and office facilities, and carry out normal inspection and assessment.

Township rural highway maintenance management station is equipped with technical personnel, statistical accountants and patrol administrators (which can be adjusted in township government organs or existing personnel of village construction, soil management and water conservancy or recruited separately according to regulations), and is mainly responsible for the maintenance inspection, supervision and auxiliary management of rural roads and villages within its jurisdiction. The maintenance management station has a section chief, who is the director of the village committee or the village party secretary.
