I have also encountered such a problem, the page requires vertical, mainly headers and footers, and the tables in the page should be horizontal. In the end, I can't solve it directly. I use Word 2003. I wonder if there is any way to solve it in other versions. Later, I solved it in the following way:

Make a horizontal table in another file, then copy it into the official file, and click the menu: Edit → Paste Special → Picture (enhanced metafile) → OK.

In this way, the table is inserted in the form of a clear picture, printed very clearly, and then the direction of the picture is rotated by the rotation key in the picture toolbar, and then the picture is dragged to a suitable size.

In this way, the inserted table can't be modified directly because it is in picture format, so this operation can only be carried out after the table in another file is completed.
