(3) directly presided over and managed the main technical work of major agricultural new technology popularization, key research projects or major scientific research projects at or above the municipal level, and the implementation effect was good and the benefits were remarkable.

Anyone who applies for promotion to professional and technical positions, without exception, must also participate in the expert defense organized by the jury while meeting the above conditions, and those who pass the examination can be submitted to the jury for review. Juries at all levels shall not accept leapfrog declaration in principle.

Fourth, the professional and technical personnel who apply for the qualification assessment of senior and intermediate professional and technical positions in agriculture are all qualified or above after the annual assessment or the expiration of their term of office. Among them, those who apply for promotion, without exception, have at least one excellent performance in the annual assessment in the past two years.
