With the vigorous development of social economy and the acceleration of opening up in the Yangtze River Delta, international and regional friendly exchanges and economic cooperation are increasing, and foreign exchanges and international exchanges are becoming more frequent. Public signs are an important part of publicity, and the demand for using English in public places is increasing greatly. Translation of public signs is of great significance. With the approaching of the 20 10 Shanghai World Expo, as of September 23, 2009, 242 countries and international organizations have confirmed their participation, which is expected to attract 7 million domestic and foreign visitors. By then, bilingual public signs in Shanghai and even the whole Yangtze River Delta region will face urgent demand not only in quantity but also in quality. However, due to the uneven level of translation and the lack of uniform reference standards, there are many nonstandard problems in the use of English in various places, such as spelling mistakes, grammatical errors, translation methods that do not conform to English usage habits, and inconsistent translation methods of the same Chinese public sign on different occasions, which not only make it inconvenient for foreigners to travel and live, but also confuse them, thus affecting the social civilization image and internationalization process of the whole Yangtze River Delta region. Therefore, it is of great practical value to study the English translation of public signs, and it is of great practical significance to establish the international image of the Yangtze River Delta region, especially to run a wonderful and unforgettable World Expo. After a long period of development, Skopos theory of functional translation emerged in the 1970s, and formed its own independent theoretical system, that is, it emphasized the purpose of translated materials. Among them, Vinnier's Skopos Theory is the soul of functional translation theory. He pointed out that any translation activity has its own purpose, and translation should establish its own translation methods centered on this purpose. The target audience of translation plays an important role in determining the purpose of translation. This paper takes public signs as the theme and serves Shanghai World Expo 20 10 under the guidance of teleology, and discusses it from six aspects: the first part briefly explains the significance, materials and research methods of the research; The second part starts with the definition of public signs, analyzes the characteristics of public signs and the research status of English translation of public signs; The third part summarizes the theoretical basis and function of this paper. Then it introduces Skopos Theory and its three translation principles: The fourth part focuses on the application of Skopos Theory in the English translation of public signs, introduces the basic translation steps, Skopos Theory and its introduction, and points out the translation errors and problems in the English translation of public signs with pictures and texts; The fifth part puts forward the Chinese-English translation strategy of Expo public signs; Finally, the findings and hidden problems of this paper are summarized, and suggestions for further research are put forward in view of the limitations of this paper.
