Reflections on the Administration of Colleges and Universities

As an important part of colleges and universities, the administrative work of colleges and universities is undergoing new changes from the inside out and from top to bottom. First, the significance and necessity of improving the administrative efficiency of colleges and universities.

With the continuous development of the whole social economy, the scale of running a university is getting bigger and bigger, and the quality of running a school has also been improved to a certain extent. However, with the increasingly fierce competition among colleges and universities, Chinese colleges and universities began to face up to the administrative problems, and the reform of administrative management system in colleges and universities began to become the focus of educational research. The inefficiency of administrative management is one of the most important problems on the road to reform. Therefore, improving administrative efficiency is both necessary and feasible. The improvement of administrative efficiency is of great significance to the sustainable development of higher education in China. Mainly in the following aspects:

(A) the need to improve the scientific and reasonable management system

As an important part of colleges and universities, the administrative work of colleges and universities is undergoing new changes from the inside out and from top to bottom. Therefore, it faces new challenges and opportunities. Perfecting the scientific, reasonable and standardized management system is the only way for the reform and construction of colleges and universities. The road to reform in colleges and universities must be arduous. Although the reform and innovation in colleges and universities have achieved certain results in recent years, compared with the urgency and arduousness of the reform task, the effect is not obvious enough, the intensity is not strong enough, and the coverage is not wide enough. Therefore, by establishing a perfect, sound, scientific and reasonable management system, constantly coordinating the relationship between departments and personnel, and solving various problems faced by administrative work in a timely and effective manner, it will play a positive role in promoting teaching and scientific research in colleges and universities. A scientific and reasonable management system is very necessary for the reform of administrative work.

(B) the need to face an increasingly fierce competitive environment

With the rapid development of higher education in China, the competition among universities is becoming more and more fierce. Competitors are not only from other universities in China, but also from other universities abroad. At present, the competition between universities is not limited to the competition of scientific research level and teaching level, but has begun to shift to the low-level competition of grabbing students. The competition among science and technology, humanistic quality and management level is the essence of university competition. In order to stand out and be invincible in this increasingly fierce competition, we must aim at cultivating talents, speed up the improvement of science and education level, humanistic quality and administrative management level, and ensure that colleges and universities have advantages and strong competitiveness in the fierce competition. Therefore, the improvement of administrative efficiency is the need of today's competitive environment.

(C) the necessity of establishing a good image of colleges and universities

The development and implementation of teaching and scientific research in colleges and universities are closely related to the efficiency and quality of administrative work, which directly affects the image and reputation of colleges and universities in society. The administrative department of colleges and universities is not only the main body of decision-making, but also the basis of serving the two social functions of scientific research and teaching. Therefore, the improvement of administrative efficiency in colleges and universities can comprehensively promote the smooth progress of teaching and scientific research in colleges and universities, enhance exchanges and understanding between colleges and all walks of life, and continuously enhance and consolidate the image and status of colleges and universities.

Second, the factors restricting the efficiency of university administration analysis

At present, the factors that affect the efficiency of administrative management in colleges and universities are mainly reflected in the following aspects:

(1) The administrative management system lacks scientificity, standardization and rationality.

An important factor affecting the efficiency of administrative management is the imperfection of administrative management system, that is to say, management has not entered the track of standardized work system. Because the working system is not standardized, the management efficiency of colleges and universities is low. In management, we always rely on personal subjective consciousness and historical experience. When dealing with management, we are arbitrary, which will inevitably lead to low administrative level and poor work efficiency.

At the same time, the management system of colleges and universities is unscientific and cannot meet the needs of modern university system. There are too many administrative institutions and positions in many colleges and universities, which leads to overlapping institutions, overlapping functions and unclear responsibilities. This situation is not conducive to the administrative departments of colleges and universities, but also to the communication and coordination between departments and levels, which leads to the decline of administrative efficiency.

(B) the inefficiency caused by traditional management concepts.

Because colleges and universities adopt hierarchical management system-pyramid management structure, this pyramid management structure will inevitably lead to the slow pace of management process, and then the administrative work will be inefficient and slow. In the administrative department of colleges and universities, these managers are inefficient from top to bottom. The main reason is that some staff members have a weak sense of time and are not active enough. On the other hand, the traditional management concept is management? Three tubes? , that is? Manage people, things and things? Did not really establish a correct sense of service. This management concept leads to the fact that most administrative personnel only passively carry out the decisions made by their superiors, thus lacking the initiative of work and improving work efficiency, which restricts the improvement of administrative efficiency in colleges and universities to some extent.

(C) ignoring the status of administrative work

As an administrative department, we should not only master high-quality management level, but also establish a correct sense of service. And most administrative departments simply don't have the correct service concept. In colleges and universities, from school leaders to ordinary staff, most people think that administrative work is irrelevant and ignore the important position of administrative work in the development of colleges and universities. It is considered that the administrative personnel of management institutions are dispensable, more or less, and the quality of personnel can be high or low. This wrong concept of administrative management will naturally lead to the negative neglect and lack of sense of responsibility of administrative personnel. In the process of dealing with work, we don't pursue the innovation of work, but passively implement the decisions of superiors.

(D) The overall quality of administrative personnel is not high.

Due to traditional habits, most administrative staff in colleges and universities are students who have graduated and stayed in school, or people who have moved from teaching positions to management positions. Most of these people are non-management majors and generally have not systematically studied management knowledge. So I don't know much about management knowledge, especially modern management knowledge. On the other hand, in the administrative posts of colleges and universities, the families and children of faculty members account for a large proportion. The low educational level and uneven quality of such personnel lead to the unbalanced management hierarchy of administrative personnel, which is also one of the factors affecting the overall efficiency of administrative management.

Finally, due to the neglect of administrative work in colleges and universities, the administrative staff are older, less paid, less educated and less opportunities for further study. These conditions have further led to the phenomenon of high mobility of administrative personnel and low work enthusiasm, and also seriously affected the efficiency of administrative work.

Third, measures to improve the efficiency of university administration

(1) Establish and improve management rules and regulations.

Universities in China basically adopt a hierarchical management system-pyramid. This pyramid-like management structure leads to excessive concentration of administrative power, which needs to be properly decentralized and delegated to various hospitals and departments. At the same time, the new administrative system should pay attention to cultivating legal awareness, attaching importance to administration according to law and running schools according to law, and improving and maintaining the seriousness and authority of relevant administrative regulations. At the same time, the evaluation system will be added to make it an aspect of the reform of the administrative management system. Colleges and universities should realize that the evaluation system is only a means to improve work efficiency, not the ultimate goal. The management of colleges and universities should treat the design, method, process and result of evaluation system strictly, fairly and justly. Through the establishment of the evaluation system, the enthusiasm of administrative staff can be stimulated, the enthusiasm and innovation of work can be enhanced, and finally the purpose of improving management efficiency can be achieved.

(2) Change traditional management concepts and cultivate service awareness.

Administrative work serves teaching and scientific research, so the object of administrative work is the satisfaction of teachers, students and employees at school. However, in some colleges and universities in China, administrative personnel interfere with or even limit the academic power of full-time teachers, and administrative personnel give orders to teachers, which makes the content of administrative work? Service? Wrong idea? Management? The phenomenon that the client is misunderstood as the managed object makes it difficult for teachers to participate in university decision-making and so on. Therefore, this traditional concept of dislocation must be changed. (3) Attach importance to administrative work and establish a correct concept of efficiency.

Through positive publicity and education, we can truly realize the importance of administrative work, thus breaking the habit of slacking off and establishing a new concept of work efficiency. Constantly strengthen the consciousness of administrative personnel to educate people and serve everyone. Strictly abide by the management system of colleges and universities, make administrative work centered on teaching and scientific research, and form a healthy, efficient and orderly administrative operation mechanism. At the same time, as an academic organization, colleges and universities need efficient internal operation, and high-quality administration is the basic prerequisite for the orderly operation of colleges and universities. Only an efficient administrative level can ensure the normal teaching order and the orderly development of scientific research, and constantly improve the level of teaching and scientific research.

(4) Improve the quality of administrative personnel and establish an excellent administrative team.

Administration is an important part of colleges and universities. To realize the sustainable development of colleges and universities, we must ensure high efficiency and high level management, and must have high-quality managers as the guarantee. Therefore, we must constantly strengthen the team building of managers and attach importance to the training of managers. We should not lower the requirements for administrative personnel in order to arrange the children of the families of faculty and staff. In the process of selecting candidates, we should pay attention to the scientific and reasonable collocation of professional, knowledge level and age structure of administrative personnel, and strive to build a high-quality, high-level and dynamic administrative team.

Secondly, the construction of administrative team should attach importance to the cultivation of administrative talents. It is necessary to provide targeted training according to managers' own development direction and provide more training and further study opportunities. Encourage managers to constantly learn the theories and methods of modern management, master the skills and means of scientific management, constantly update management concepts, strengthen the accumulation of knowledge and experience, and improve management ability and work efficiency.
