How to consult the bidding documents for answers
After the tenderer holds the bid opening meeting at the designated place according to the time specified in the bidding documents, the bid evaluation committee established according to law will review and compare all the bidding documents. Bid evaluation is generally divided into three steps: initial evaluation, detailed evaluation, preparation of bid evaluation report and recommendation of successful candidates.

preliminary examination/check

Preliminary evaluation, also called responsive evaluation, is based on the tender documents, checking whether the tender documents respond to the requirements of the tender documents and determining whether the tender documents are valid. The contents of the preliminary examination and inspection mainly include:

First, the qualifications of bidders. If it is a public bidding project, it is mainly to check whether it is a pre-qualified tendering unit and project manager; If it is an invitation to tender project, it is mainly to review the qualifications, performance, reputation, financial status of the bidder and whether the bidder has been punished by the competent department of the industry in recent years.

Second, the effectiveness of bid security. If the tender documents require the bidder to submit the bid bond, whether it has been submitted on time when bidding; If it is necessary to submit a bid bond, it is necessary to check whether the amount of the guarantee meets the relevant provisions of the bidding documents.

Three, whether the bid documents respond to the substantive requirements of the tender documents. If the bid documents do not substantially respond to the requirements of the tender documents, the bid evaluation committee will reject them, and the tenderer shall not make them responsive by correcting or withdrawing the discrepancies that do not meet the requirements.

Four. Correctness of quotation calculation and completeness of data. If there are calculation errors in the bidding documents, the bid evaluation committee will correct them and let the bidders sign for confirmation. Check whether the information submitted in the bidding documents conforms to the provisions of the bidding documents and whether there are any omissions.

The preliminary evaluation shows that some bidding documents fully respond to the requirements of the bidding documents, and the bid evaluation committee can directly conduct detailed evaluation. Some bidding documents have deviations in response to the bidding documents, including major deviations and minor deviations. Deviations that do not substantially respond to the tender documents are called major deviations. All bid documents with significant deviations will be deemed invalid by the judges according to relevant regulations, and no detailed review will be conducted. Deal with the tender documents that basically meet the requirements of the tender documents, but there are some omissions and slight deviations in some places; Bidders may be required to make written corrections before the end of bid evaluation; If the quotation is wrong, the Bid Evaluation Committee will correct the mistakes in the bidding documents and let the bidders sign for confirmation as the basis for detailed bid evaluation.

After the preliminary review of the bid documents, the bid evaluation committee will conduct a detailed review of the bid documents that have passed the preliminary review. Detailed review generally has two steps. One is to review the technical and commercial aspects of each investment document and evaluate its rationality; The second is to make a quantitative comparison of the sub-items of the tender documents and determine the order. Specifically, the detailed review mainly includes three aspects:

I. technical review. Mainly to evaluate the implementation plan of the tender documents, focusing on the rationality of the construction site layout, avoiding the construction interference of cross-operation, and connecting with other parts of the phased implementation project; The arrangement of construction progress, feasibility and guarantee measures.

Whether the application is scientific and reliable; Whether the indicators of various engineering materials, equipment, quality and performance meet the requirements of design and bidding documents.

Second, price analysis. Analyze the rationality of the bidding price, find out the reasons for the high and low quotation, and emphatically review the quotation composition; Rationality of the funds attached to the tender documents, including checking whether the capital demand plan of each stage is consistent with the construction progress plan.

Third, the evaluation of management and technical ability. Focus on evaluating the specific organization and construction management guarantee measures for the implementation of the bidding project; The selection of project manager and chief engineer should also consider whether the main technical personnel on site can meet the construction requirements in quantity and specialty; Whether the types, models and quantities of mechanical equipment put into this project can meet the construction needs; Whether the schemes and measures of quality assurance system are advanced, reasonable and feasible.

In the process of detailed evaluation, if the bid evaluation committee does not understand the bidding documents, it may ask the bidders questions in writing and ask them to answer in writing. Clarification and confirmation shall be signed by the bidder's representative as an integral part of the bidding documents. However, the clarified issues are not allowed to change the bid price and the substantive contents in the bid documents.

Prepare the bid evaluation report and recommend the successful candidate.

After the bid evaluation, the bid evaluation committee shall submit a written bid evaluation report to the tenderer, specifying the evaluation and comparison opinions of the bid evaluation committee on each bid document as the basis for bid selection. The bid evaluation report is a conclusive report made by the bid evaluation committee after reviewing the bidding documents, which mainly includes:

First, bid evaluation. Time and place of bid evaluation, list of all bidders, bid quotation, valid bid and invalid bid, and explain the main reasons for invalid bid.

Third, recommend the successful candidate to the tenderer. On the basis of bid evaluation and comparison, the ranking of bidders is listed, and no more than three top bid-winning candidates are clearly recommended to the tenderer, so that the tenderer can choose the bidder who meets the requirements best as the winning bidder.
