" [6] (P 140) Since the reform and opening up, we have continuously strengthened and improved the leadership of the Party, expanded people's democracy, strengthened the construction of the legal system, implemented the principle of equality before the law and the strategy of governing the country according to law, promoted the institutionalization, standardization and proceduralization of democratic politics, constantly improved the grassroots democratic system, and effectively protected citizens' democratic rights. At the same time, it is emphasized that the reform of political system must adhere to the correct political direction and must not copy the model of western political system. The report of the 17th National Congress of the Communist Party of China reiterated that we must adhere to the organic unity of the Party's leadership, the people being the masters of the country and governing the country according to law, and adhere to the Party's core role of commanding the overall situation and coordinating all parties. Under the leadership of grass-roots party organizations, the grass-roots mass autonomy mechanism should wholeheartedly rely on the working class and support workers to participate in management.

In the process of continuous exploration and innovation in reform and opening up, Socialism with Chinese characteristics was formed. It is different from the traditional socialism represented by the Soviet model, from Marx's original concept of socialism, and from the western capitalist development model. It is a new development model, which not only embodies the principle of scientific socialism, but also has the characteristics of China and is suitable for China's national conditions.

Third, the focus of reform and opening up-the combination of scientific socialism principles and China characteristics.

Reform and opening up should adhere to the road of Socialism with Chinese characteristics. The report of the 17th National Congress of the Communist Party of China pointed out: "The reason why Socialism with Chinese characteristics Road is completely correct and can lead the development and progress of China lies in that we adhere to the basic principles of scientific socialism and endow it with distinctive China characteristics according to China's reality and characteristics of the times".

"Only socialism can save China" is the inevitable conclusion of China's historical development. Deng Xiaoping said: "If we are not Marxists, if we do not integrate Marxism with China's own reality and follow our own path, China will still be divided, not only not independent, but also not unified. Frankly speaking, China should not only adhere to Marxism, but also, without full belief in Marxism, the China Revolution will not succeed. This belief is a kind of motivation. Deng Xiaoping repeatedly stressed that the socialist system and the leadership of China's * * * production party will remain unchanged; The reform should take public ownership as the main body, adhere to the principle of * * * and prosperity, and embody the essence of socialism. Based on the pursuit of productism, in the practice of reform and opening up, we constantly explore justice, pursue social harmony, and devote ourselves to gradually implementing the socialist structure and all aspects of socialism with the principle of fairness and justice. A harmonious socialist society is defined as the essence of socialism, improving people's livelihood is defined as the focus of social construction, and fairness is defined as the goal of social construction. These are the best manifestations of scientific socialist principles.

On the premise of adhering to the basic principles of scientific socialism, we should pay attention to excavating China's historical resources, endow them with modern significance and serve the socialist cause. As an important measure to benefit all the people, the reform and opening-up must attach great importance to national culture and show the national characteristics of China's socialist cause by activating China's historical and cultural resources. The report of the 17th National Congress of the Communist Party of China requires: "We should fully understand the traditional culture of the motherland, take its essence and discard its dross, so as to adapt it to contemporary society, coordinate it with modern civilization, maintain its nationality and reflect the times." Reform is not to deny history, but to learn from it, actively and critically inherit it, develop it and innovate it again.

The socialism pursued by China's reform and opening up is a kind of socialism that makes use of everything that capitalism can use, gradually gains the relative advantage over capitalism, and finally defeats capitalism. Mao Zedong has long put forward that "learn from the ancients for the present, learn from foreigners for the present" and "both China and foreign countries should learn well", but we should give priority to what is from China [8] (P82). Deng Xiaoping also advocated: "We will carry out the policy of opening to the outside world, learn foreign technology and make use of foreign capital. This is only a supplement to socialist construction and cannot leave the socialist road. " [9] (P 15 1) This is the learning principle that we should adhere to in the process of reform and opening up.

"China's reform and opening up conforms to the party's heart and people's hearts and conforms to the trend of the times. The direction and road are completely correct, and the achievements and achievements cannot be denied. There is no way out for pause and retrogression.
