With the acceleration of economic globalization, logistics in China has developed rapidly. Basically, a logistics transportation infrastructure system consisting of railways, highways, water transport, civil aviation and pipeline transportation has been built, and a large number of logistics centers and distribution centers have emerged. However, while the logistics industry is developing rapidly, there are still many problems, such as system construction, technical platform, personnel training and legal protection. It is necessary to study and solve various "bottlenecks" that affect the development of modern logistics.
First, the development of the logistics industry in China
1. The government departments attach great importance to it. Relevant government departments pay attention to the development of logistics industry in China from different angles, and actively study relevant policies to promote the development of logistics industry. Modern logistics industry began to extend rapidly from the Pearl River Delta and Yangtze River Delta to the Bohai Sea and the central and western regions.
2. Infrastructure has begun to take shape. At present, China has made great progress in logistics infrastructure and equipment such as transportation, storage facilities, information and communication, cargo packaging and loading and unloading, which has laid a material foundation for the development of logistics industry. Important logistics nodes are connected with backbone channels, and the network advantages of logistics are emerging. The construction of logistics parks (bases, centers) and various freight hubs has been steadily advanced, and the construction of a number of logistics enterprise bases has been accelerated in an all-round way. Domestic logistics enterprises have carried out integration, merger and reorganization, which has promoted the rapid growth of logistics enterprises.
3. The professional division of labor is accelerated. With the rapid development of logistics enterprises, diversified logistics service forms have developed to a certain extent. On the one hand, specialized logistics services have developed rapidly around logistics functions and links such as freight forwarding, commercial distribution, multimodal transport, socialized storage and transportation services and distribution processing. On the other hand, systematic logistics services or whole-process logistics services and value-added services have made new development. Providing logistics services for production and circulation enterprises from the design of logistics scheme to the organization and implementation of the whole logistics is gradually emerging. Integrated supply chain models, such as supplier management inventory, milk operation and distribution logistics, have been applied to more and more manufacturing and commercial enterprises. A number of emerging enterprises have become supply chain integrators from raw material procurement, manufacturing to terminal distribution.
4. Opportunities and challenges coexist. The rapid development of China's economy provides a good opportunity for the rapid development of the logistics industry, especially the development of network economy provides a broad space for the logistics industry. However, on the whole, the degree of specialization, networking and socialization of logistics enterprises in China is not high, and the functions of logistics have not been fully exerted; The allocation and service level of logistics industry is low, and it can't really provide services to meet market demand. The logistics industry has encountered severe challenges in its rapid development.
Second, the development of China's modern logistics countermeasures
1. Change ideas and improve government functions. Government departments should change their ideas and create a good environment for the development of modern logistics industry. It is necessary to formulate clear and systematic industrial policies, laws and regulations and management systems, break the local division of logistics, solve legal conflicts in logistics operation, build a policy and regulation environment conducive to logistics development and operation, form a standardized market environment conducive to enterprises to carry out logistics activities, and promote enterprises to widely adopt third-party logistics. 2. Accelerate infrastructure construction and develop modern logistics with China characteristics. It is necessary to make overall plans and accelerate the integration of logistics infrastructure, including logistics service facilities in logistics parks, logistics centers, distribution centers and trading wholesale markets; On the basis of overall consideration of the planning and construction of traffic trunk lines and main hubs, the government plans the spatial layout, land use scale and future development of logistics parks nationwide through extensive investigation of productivity layout and logistics status, and according to the possibility of connection of various modes of transportation. Attach importance to the construction of rural logistics system, promote the coordinated development of regional logistics, deeply study the reform and development in the field of production materials circulation, innovate the circulation mode and enhance the circulation format. It is necessary to develop modern circulation methods such as e-commerce, logistics and distribution, chain operation and agency system. To meet the needs of China's logistics development, we should promote logistics standardization and informatization, and strengthen the research and development and application of advanced logistics technology. In view of the logistics needs of enterprises, we will vigorously develop value-added and innovative businesses and cultivate new growth points.
3. Adopt advanced logistics technology to accelerate the construction of modern logistics operation platform. China's logistics enterprises should have a sense of "fashion", constantly update the concept of technology use, and achieve the overall goal of high efficiency and low cost with advanced logistics technology that is most in line with their own development. We should continue to increase investment, focus on expanding information capacity and improving transmission speed on the existing basis, further improve information network construction, and enhance the scientific and technological support capacity for the development of modern logistics industry. Actively implement the enterprise online project and quickly build an enterprise logistics management information platform. Establish a computer management system for the whole process around all links of procurement, production and marketing. On the basis of further improving the traffic information management network, we will vigorously develop the vehicle-mounted satellite positioning system, scientifically manage and dispatch vehicles, optimize transportation routes, reduce no-load and material bypass, and maximize vehicle stowage efficiency. Through the above measures, a modern logistics information platform with wide coverage will be gradually built, connecting manufacturers, suppliers, consignors and users, realizing continuous tracking, effective control and whole process management of all aspects of logistics, and achieving the purpose of resource sharing and information utilization.
4. Strengthen the research on disaster logistics and emergency logistics, and improve the logistics support capability. Disaster logistics and emergency logistics have typical characteristics and special regularity. There are many clues to send and receive materials, and the flow and direction are large and dense, with strong timeliness and heavy workload, which puts high demands on logistics facilities and logistics teams. Therefore, we should strengthen the research in this field at ordinary times, explore and master the laws of disaster logistics and emergency logistics, so as to carry out post-disaster rescue, reconstruction and emergency support with high quality and give full play to the key role of logistics in special periods.
5. Improve the basic work of logistics and strengthen personnel training. Continue to implement the planning of logistics standards and improve the revision of logistics standards; Improve the quality of logistics statistics and expand the coverage of logistics statistics; Strengthen the construction of logistics discipline system, do a good job in forecasting the demand of logistics talents and training teachers, and promote the healthy development of logistics academic education. China is short of logistics talents, especially macro management, logistics management of various enterprises and logistics enterprise management. The growing demand for logistics professionals requires the improvement of the education and training system. In the development of logistics industry, the cultivation and use of talents play an important role. According to China's specific situation, we can introduce advanced vocational training and education experience from foreign developed countries, and then put some ideas suitable for China's national conditions into practice to cultivate talents available in China's market and provide technical and talent protection for the development of modern logistics in China. Actively promote the construction of logistics staff, standardize the training and certification of logistics staff, and meet the needs of the development of modern logistics industry.
