Abstract: Talent is the core factor of enterprise and social development. Especially in small private enterprises, talent is the key to development. With the development of society and the increasingly fierce market competition, talents are very important for the development and competitiveness of enterprises. Especially, talents play a decisive role in the survival and development of small and medium-sized enterprises. However, small and medium-sized enterprises are facing a crisis: brain drain, which has brought immeasurable losses to enterprises. Only by starting from the whole enterprise and comprehensively applying the functions of human resource management can we deal with the brain drain problem in enterprises.
