2. The technical titles of pharmaceutical personnel (including Chinese and Western medicine) are: chief pharmacist, deputy chief pharmacist, chief pharmacist, pharmacist, pharmacist and pharmacist.
Three, the technical titles of nursing staff are: head nurse, deputy head nurse, nurse, nurse, nurse. 4 technical titles of other technicians (including inspection, physiotherapy, pathology, oral cavity, isotope, radiation, nutrition, biological products production, etc.). Article 3 The political and ideological conditions of all kinds of health technicians:
Support the leadership of the Party, love socialism, study Marxism-Leninism and Mao Zedong Thought hard, constantly improve political consciousness, be expert and expert, serve the people wholeheartedly, and contribute to the realization of the general task in the new period.
Article 4 Persons who meet the following conditions of Article 3 may be promoted to chief physician, chief pharmacist, chief technician and chief nurse:
1. Proficient in the theory of undergraduate (this major, the same below), master the development trends of undergraduate technology at home and abroad, and be able to absorb the latest scientific research results and apply them to practical work (Chinese pharmacy majors must be proficient in the theory of traditional Chinese medicine and study classic medical works);
2. Have rich clinical or technical work experience, be able to master undergraduate technical operation skillfully and solve complex and difficult problems. Proficient in mastering more than one foreign language (Chinese medicine, Chinese medicine personnel do not need it for the time being), and have a high level of scientific papers or works;
3. Be good at guiding the overall business of undergraduate course and cultivating senior talents in medical treatment, teaching and scientific research;
Article 5 Those who meet the following conditions of Article 3 may be promoted to deputy chief physician, deputy chief pharmacist, deputy chief technician and deputy chief nurse:
1. Be familiar with undergraduate theory, understand the development of undergraduate technology at home and abroad, and be able to absorb the latest scientific research results for practical work (Chinese pharmacy majors must be familiar with Chinese medicine theory and classic medical works);
2. Have rich clinical or technical work experience, be able to master undergraduate technical operation skillfully and solve complex and difficult problems. Be able to master a foreign language (Chinese medicine, Chinese medicine personnel do not need it for the time being) and have a certain level of scientific papers or works;
3. Be able to guide the overall business of undergraduate course and train senior talents for medical treatment, scientific research and teaching;
4. Engaged in undergraduate attending physician (or equivalent position) for more than five years.
Article 6 Persons who meet the following conditions as stipulated in Article 3 may be promoted to attending doctors, pharmacists and technicians:
1. Familiar with undergraduate theory and systematic professional knowledge, able to master the practical technical operation of undergraduate course;
2. Have rich working experience and be able to deal with complex problems of undergraduate course. Be able to read a foreign language book (Chinese medicine and Chinese medicine personnel are not required for the time being);
3. Have a certain ability of scientific research, teaching and guiding lower-level health personnel;
4. Working as a doctor (or equivalent position) for more than five years.
Article 7 Doctors, pharmacists, technicians and nurses who meet the following conditions as stipulated in Article 3 may be designated as doctors, pharmacists, technicians and nurses:
1. Familiar with professional theory and basic medical knowledge, with certain practical technical operation ability;
2. Being able to independently handle common diseases or solve common technical problems, be able to give professional guidance to junior and middle-level personnel, and be able to read a professional book in a foreign language (Chinese medicine practitioners are not required for the time being);
3. Those who have graduated from an institution of higher learning or worked as an undergraduate healer (or equivalent position) for more than five years or have a high school education, studied under the teacher for more than five years (junior high school education must be seven years) and passed the examination.
Article 8 Those who meet the requirements of Article 3 and meet the following conditions may be designated as healers, midwives, pharmacists, technicians and nurses:
1. Understand the basic theory of this major and have certain practical technical operation ability;
2. Be able to serve as an undergraduate general common disease prevention or general common business technical work, and be able to provide business guidance to junior personnel;
3. Graduated from a secondary technical school or an apprentice of traditional Chinese medicine, with junior high school education, engaged in undergraduate work independently for more than three years, and passed the examination.
Article 9 Those who meet Article 3 and the following conditions may be designated as health and epidemic prevention workers, maternal and child health care workers, pharmacists, nurses and trainees:
1. Have a preliminary knowledge of this major and be able to undertake general professional work;
2. Have a junior high school education or above, and have received short-term apprenticeships or practical work training.
Article 10. Those who have made outstanding achievements in health care, made important inventions, or have unique expertise in science and technology, or have passed traditional Chinese medicine in western medicine, adhered to the road of combining traditional Chinese and western medicine, and contributed to the creation of a unified new medicine in China may be promoted ahead of time or leapfrog.
Eleventh all kinds of health technical personnel promotion work, must be under the leadership of the party, implement the mass line, listen to opinions from all sides, by the academic committee to evaluate their professional level. Specific assessment methods shall be formulated by the health departments of all provinces, municipalities and autonomous regions.
Article 12 The examination and approval authority:
First, the primary health technical personnel are promoted to the intermediate level and reported to the county (city) Health Bureau (sub-bureau) or the health administrative organ at the corresponding level for approval; Intermediate promoted doctors (or equivalent positions) shall be appraised by the unit and recommended to take the unified examination, which shall be examined and approved by the health bureaus of the regions and municipalities under the jurisdiction of the province and reported to the health bureaus of the provinces, municipalities and autonomous regions for the record. When a physician is promoted to an attending physician (or equivalent position), it shall be reported to the local and provincial health departments for examination and approval, and reported to the local health departments of provinces, municipalities and autonomous regions for the record; The promotion of the chief physician and deputy chief physician (or equivalent position) shall be reported to the Health Bureau of the province, city and autonomous region for examination and approval, and reported to the relevant leading organs of the province, city and autonomous region and the Ministry of Health for the record.
The promotion of health technicians in local enterprises and institutions affiliated to the central ministries and commissions shall be handled by the relevant ministries and commissions. No ministries or health administrative departments are not perfect, and the relevant ministries and commissions shall entrust the local authorities to examine and approve according to the above procedures.
Two, by the Ministry of health and the provinces, municipalities and autonomous regions under the dual leadership of the Ministry directly under the unit, identified or promoted deputy chief physician and its equivalent position, by the provinces, municipalities and autonomous regions health bureau audit, reported to the Ministry of health for approval.
Thirteenth the "Regulations" shall apply to the health technical personnel of institutions owned by the whole people and collectively owned.
Attachment: A few explanations.
1. The chief physician (or equivalent title, the same below) is a technical title, and the deputy chief is an administrative position. The director of a department should generally be the chief physician, but if there is no chief physician or it is difficult for the chief physician to be the director of the department, it can also be held by the next level physician.
2. Head nurse, head nurse and director of nursing department (head nurse) hold administrative positions.
3. In health care units, personnel engaged in scientific research or teaching should be determined and promoted according to the relevant provisions of the Ministry of Education or China Academy of Sciences.
4. When health technicians at all levels are promoted, the contents and methods of their assessment (or examination) can be stipulated by the Health Bureau according to the actual situation of provinces, municipalities and autonomous regions.
5. The healers, midwives, pharmacists, nurses and technicians in these Regulations are collectively referred to as intermediate health technicians; Health and epidemic prevention workers, maternal and child health workers, pharmacists, nurses and trainees are collectively referred to as primary health technicians.
