With the trend of economic globalization and talent globalization and China's entry into WTO, the human resource management of state-owned enterprises is facing new opportunities and more severe challenges. Based on the analysis of structural problems such as "iron threshold", "iron chair" and "iron salary", the relative shortage and absolute surplus of human resources, the rejuvenation of all cadres and the brain drain, combined with the future development of enterprises, this paper puts forward some countermeasures, such as establishing new ideas, strengthening the reform of personnel system, scientifically designing organizational structure, rationally allocating human resources, deepening the reform of salary system, strengthening the development of human resources, deepening the reform of professional titles, and comprehensively introducing "enterprise culture"

Firstly, this paper analyzes the structural problems such as "iron threshold", "iron post", "iron salary", relative shortage and absolute surplus of human resources in state-owned enterprises. Then it analyzes the current situation of younger cadres and brain drain. On the basis of the above analysis, combined with the development prospect of enterprises, this paper puts forward some corresponding countermeasures, such as establishing new concepts, strengthening the reform of personnel system, rationally allocating human resources, deepening the reform of salary system, strengthening the development of human resources, deepening the reform of professional titles, and comprehensively introducing "enterprise culture".
