Summarize the materials, put forward opinions directly, or radical measures, or major principles and policies at a certain level, or important spirits, instructions, opinions, etc.
Part II: Argument analysis.
Discuss the importance and significance of the problems reflected in the materials, find out the importance, and then discuss.
Part III: Solving the problem.
Put forward measures or research discussions to implement the proposal: why use this proposal? What effect is achieved? What are the specific methods of material combination?
