In modern society, the conflict between rights is a common phenomenon. Privacy and the right to know are a pair of legislative rights. On the one hand, people demand to know everything they should know, on the other hand, they are unwilling to disclose their private information, so the conflict between privacy and the right to know is inevitable. Therefore, how to coordinate the conflict between them is a problem that should be discussed in theory and practice.

By analyzing the concepts of the right to privacy and the right to know, and the reasons and nature of the conflict between them, this paper focuses on two basic principles and special principles to coordinate this series of conflicts, hoping to find reference methods and principles that will help balance the right to privacy and the right to know.
