Since the start of 1998, the pilot work has made great achievements, and its position in engineering construction has been improved day by day, and its effect in controlling engineering quality, cost and construction period has become increasingly remarkable, and it is being gradually popularized in various industries.

Through the implementation of construction supervision, China's construction project management system began to change to a socialized, professional and standardized management model. The construction supervision unit is introduced as the third party of intermediary service between the project legal person and the contractor, forming a new construction project management and operation system with economic contract as the link and aiming at improving the project quality and construction level. At the same time, the establishment of many supervision units and the participation of many construction units in the bidding and supervision of the same project have introduced a competition mechanism in the management of construction projects, creating conditions for improving the quality of construction projects, saving investment and shortening the construction period. The construction supervision system is gradually developing from the stage of exploration and reference to the stage of perfection and maturity. However, due to the late start of China's construction supervision system, the old construction project management system is still running, which restricts the development of the supervision system, the relationship between the construction project supervision system and quality supervision is vague, the laws and regulations of engineering construction supervision are not perfect, the supervision and guidance mechanism is not perfect, the role and significance of engineering supervision and the conditions of supervisors are one-sided, so there are still many problems in China's construction supervision, and some places need to be improved and perfected.

First, improve the understanding of the importance of implementing project supervision

At present, owners, construction units and quality supervision institutions have insufficient understanding of the significance and importance of implementing project supervision, and their understanding of the status of supervision and its relationship with all parties is vague. The owner thinks that the supervisor is his own employee and must serve his own interests and do it according to his own requirements. The construction unit believes that supervision is the representative of the interests of the owners, serving and speaking for the owners, and does not regard supervision as an independent third party. Quality supervision institutions also believe that supervisors have replaced their own functions, thus ignoring the supervision of project quality. Due to the above vague understanding, the relationship between the parties in the project construction is not well coordinated, the supervision decision cannot be implemented, the supervision opinion cannot be implemented, the supervision effect is not ideal, and there are loopholes in the project quality supervision. When there are quality problems in the project, it is easy to pass the buck. Therefore, all parties of construction projects and quality supervision institutions must realize that under the past management system of engineering construction in China, due to unclear responsibilities, rights and benefits, the phenomena of out-of-control investment, out-of-control progress and out-of-control quality are constantly appearing, which leads to many fishing projects, high-input low-benefit projects and long-tail projects that are only started but not completed, wasting a lot of construction funds, making construction projects lose many good opportunities to play their benefits and causing huge losses. Through more than ten years of supervision practice, it is proved that the implementation of project construction supervision is an effective measure to reduce project cost, speed up project progress, improve project quality and reduce investment waste.

Second, correctly understand and clarify the relationship between owner and supervisor, contractor and supervisor.

The relationship between the owner and the supervisor is a kind of entrusted and entrusted relationship established through the project construction supervision contract, and both parties should exercise their respective rights and obligations within the scope agreed in the contract. The supervisor accepts the entrustment of the owner and supervises the implementation of the project, but the supervisor is not the owner's interest representative on the project. Four, strengthen training, strict training measures, standardize the supervision of the market.

Construction project supervision is a technical service work, which requires high knowledge structure, breadth and depth of knowledge, ideological quality and moral cultivation of supervisors. Supervisors are also required to have certain practical experience, sufficient management knowledge, knowledge of laws and regulations related to engineering construction, understanding of relevant national policies and certain economic knowledge. It is an effective measure to establish the system of certified appointment and registration of supervisors to maintain the supervision order and ensure the quality of supervisors and supervision projects. At present, there are more than 10000 people holding supervision training certificates in China, which is quite large in absolute number and should basically meet the demand of China construction market. However, due to the imperfect construction supervision market and supervision and management mechanism, personal understanding of supervision work is biased, and supervision units are not decoupled from design, construction and management units. Many certified personnel are leading cadres at all levels or the backbone of some design, construction and management units, and some even are secretaries and office staff of the units. At the same time, our training sometimes seems to be a mere formality and there is no strict examination system. Many people only sign up and don't take part in the study and training to cope with the problem, which has a bad influence on our supervision work and the construction of supervision team, and the quality of supervision can not be guaranteed.

Five, strengthen the education of supervisors, and maintain the impartiality, objectivity and scientificity of supervisors.

Owner and supervisor are entrusted and entrusted, and supervisor and contractor are supervised and supervised. The supervisor should always maintain its position as an independent third party, neither favoring the owner or taking over the project for economic benefits, nor accepting any gifts and bribes from the contractor, but doing something that turns a blind eye and ignores the quality of the project. At the construction site, the supervisor should "don't eat, don't accept, don't want, don't want" to the owner and contractor.

Supervision units should establish a learning and training system for supervisors, and conduct professional skills training, supervision laws and regulations study and ideological and moral education for supervisors, so that supervisors have the knowledge and theoretical level suitable for supervision work, a strong sense of responsibility, a spirit of not being afraid of hardship and fatigue, good physical fitness, courage to admit mistakes, criticize and self-criticize, and dare to tell the truth, and educate supervisors to love supervision work and maintain the image of supervision units.
