According to the requirements of domestic authorities, from May 20, 2022, the embassy in the United States will apply the following rules and adjustments when reviewing health regulations:
(1 cancel the nucleic acid test 7 days before boarding.
(2) Cancel the requirement of self-health monitoring and encourage self-health monitoring before self-help tour.
(3) All passengers, whether vaccinated with inactivated vaccine, non-inactivated vaccine or unvaccinated vaccine, are changed to "double nucleic acid" within 48 hours before departure, and IgM antibody testing is not required. In the "double nucleic acid", it is still necessary to cross use different laboratories, one of which must be within 24 hours before boarding.
(4) The landing unit cancels the additional isolation requirements and adopts the same standards as ordinary people going to China.
This adjustment is made according to the epidemic situation, virus variation characteristics and other factors, and will be dynamically adjusted according to the epidemic situation and overseas input. Please take preventive measures before going to China, and consciously carry out health monitoring before going to China, so as to avoid detention due to positive test before boarding or input after entry.

Please know the charging standard, payment method, term, reputation, whether you can use insurance and other information before making a choice.
The embassy in the United States will dynamically adjust the list of designated institutions according to the testing quality, especially the diagnosis after entry, and the service level.
2. Before boarding 12 hours, the antigen detection should be completed at the designated testing institution in Dallas on the day before taking off 14:00. If the flight to China takes off on June 10, the sampling time must be after June 9 14:00.

If they pass the test, they will get a "blue code". They can board the plane with the "blue code" and the original report of the rest of the test results. As far as the United States is concerned, antigen testing within 12 hours before departure is very close to the boarding time, so it is not convenient for passengers to include the test results in the health code and submit them to the embassy or consulate for review. Therefore, the embassies and consulates in the United States will adopt the "blue code" scheme. passenger
6. Verification and approval
(1 check the health code. The airline will check the health code at the check-in site. All passengers going to China need to open and log in applets or web pages at the check-in site to display their health codes. Screenshots, printed versions and other forms of health code display are unacceptable. You can board the plane with the "blue code/KLOC-original antigen test report within 0/2 hours" and "green code".
(2) Passengers whose original antigen test report is "Blue Code 12-hour original antigen test report" currently have both paper and electronic versions, and can only board the plane if the result is negative.
On the day of boarding the plane, people with positive antigen test results should be tested for nucleic acid as soon as possible. If the nucleic acid test result is positive, it is regarded as a person with a past history. Please carry out additional testing and monitoring according to the requirements of "VIII". People with a medical history. "If the nucleic acid test result is negative, it is regarded as a close contact. Please conduct additional testing and monitoring according to the requirements of "IX". Close contact. "

(4) Scope of application of the International Health Code The International Health Code issued by the American Embassy or Consulate is only used when boarding international flights departing from the United States. Please consult the customs at the place of entry about inspection and quarantine, quarantine observation, health coding and other measures.
7. Check in
(i) [Judgment of previous medical history]
1. Obviously, all the patients have a medical history.
2. People who test positive for nucleic acid will also be regarded as people with past history.
(ii)[ Additional testing requirements for people with past medical history]
1, define the patient, with the date of diagnosis as the starting date. If the nucleic acid test result is positive, it shall be regarded as having a past history, and the date of positive report shall be taken as the starting date.
2. After calculating the date, (1 You need to do two more nucleic acid tests (you can choose any qualified laboratory in the United States, and the sampling interval is more than 24 hours; (2) After the second nucleic acid test, isolation and health monitoring were conducted for 6 weeks. Such as fever, cough, diarrhea and other suspected symptoms. During the isolation period, new nucleic acid detection should be carried out in time. If it is negative, isolation and health monitoring should be carried out again for 6 weeks. If it is positive, it should be treated in time. When applying for the health code again, start again according to the date of diagnosis and complete the above steps (1, (2), (3). After the isolation and health monitoring, plan the trip.
3. After completing the above procedures, press "III" within 48 hours before boarding. Test requirements ". If the test is still positive, the above steps need to be completed again, and the health code cannot be obtained.
4. When applying for a health code, submit the above-mentioned additional nucleic acid test report, routine test report before boarding, passport, air ticket and other materials.
5. The embassy in the United States will comprehensively judge whether to review and issue the health code according to the test results, the days and results of isolation and health monitoring, whether to vaccinate or not, and the information obtained from other channels.
8. People with past medical history
(1)[ judgment of close contacts]
Persons who have been in close contact with suspected cases and confirmed cases for 2 days before symptoms appear, or those who have been in close contact with asymptomatic infected persons but have not taken effective protection, or those whose antigen test results are positive within 12 hours before travel. Such as family members, colleagues and classmates. All confirmed cases or asymptomatic infected persons (subject to the positive results of nucleic acid test) are regarded as close contacts.
(2) [Special requirements of close contacts]
The embassy in the United States does not issue health codes to close contacts. Close contacts shall be monitored in isolation from the date of close contact 14 days. During the monitoring period, nucleic acid detection will be carried out on 1 day, 4th day and 7th day.
The following conditions are considered as suspected symptoms: 1. Declare suspected symptoms such as fever, cough and diarrhea in the past 14 days; The airline refused to board the plane because of high temperature and suspected symptoms.
(2)[ Special requirements for people with suspected symptoms]
The US Embassy will not issue health codes for suspected cases. Suspected cases were observed in isolation from the date of judgment 14 days. During the monitoring period, the nucleic acid test was carried out on 1, 4 and 7 days respectively, and the results were all negative, so the trip can be planned. After the completion of the above isolation and health monitoring, "III" shall prevail within 48 hours before boarding. Test requirements ". When applying for health regulations, the results of additional nucleic acid detection during monitoring should be submitted together with the results of pre-inspection.
9. Close contacts
People from the United States to China must take non-stop flights. The American Embassy does not issue health codes to people who travel from the United States to China via a third country.
(2) People from third countries who have direct flights to China should not go to China through the consular section of the embassy in the United States, and the embassy in the United States will not issue health codes to such people.
(3) For the third-country personnel whose host country has no direct flights to China, it is suggested to carefully consider the travel risks and decide whether to go to China. If there are urgent and necessary reasons to travel to China through the Consular Section of the China Embassy in the United States, regardless of the mode of transportation, you must:
1. To conduct pre-departure inspection in the country of origin, you must first apply for a valid health code according to the requirements of the local embassy or consulate in China.
2. According to "III. Test requirements "In this notice, a pre-departure test was conducted in Dallas and a health code was applied to the American Embassy. The embassy in the United States will check the records of origin health codes one by one, and those without origin health codes will not be approved. The U.S. Embassy will also consider the latest epidemic situation in the country of origin and issue the health code. It is very likely that due to unexpected circumstances, you will not be able to get a health code in the United States to continue your travel, so you can only go back to your country of origin. You should be prepared for this.
10, persons with suspected symptoms
(1) When will it be tested?
For example, your flight from the United States, the check-in date is June 10 local time, and you need to do two nucleic acid tests. The first sampling time can be June 8th and 9th (at any time, the second sampling time can only be June 9th (at any time. Two kinds of nucleic acids should choose different designated detection institutions. The antigen test must be carried out after noon on June 9 14.
(2) How to fill in the "Test Sampling Date" when uploading in the applet?
Please fill in the sample date of the early test results within 48 hours before boarding. If the sample date of nucleic acid detection is different within 48 hours before boarding, the validity period will be calculated on the earlier date. There may be multiple dates on the negative inspection certificate, such as sampling, inspection, issuing and printing. When reporting, the date of testing and sampling (collection) shall be filled in.
(3) Does the baby need to be tested?
Babies under the age of 3 who fly directly from the United States to China do not need to be tested and do not need to apply for a health code.
(4) When will the examination certificate be submitted online?
The validity period of health code is related to the sampling date on the test certificate, and has nothing to do with the uploading time. If some testing certificates need to be verified with testing institutions, the review time will be extended accordingly. Due to the heavy workload, please wait patiently after uploading. The American embassy examines the health code on weekends, holidays and nights, but after all, it has limited manpower. If you keep replying to reminders, it will affect the overall review progress.
Is the green code better than the blue code?
According to the current requirements, and considering the actual situation of flight time and working hours of testing institutions in the United States, the embassy in the United States only issues "blue codes" in principle. Passengers should board the plane with the original antigen test report in the blue code of 12 hours.
(VI) Need to upload a new test certificate. "What should I do?
(7) After applying for the health code from the embassy in the United States, will it be "the same code" after returning to China?
The health code issued by the American embassy is not an entry permit, nor can it be used as a domestic health code. After returning home, please keep abreast of the requirements of relevant domestic departments for health standards.
1 1, transit problem
(1 There are huge differences in epidemic prevention policies between China and the United States, and the epidemic situation in the United States is serious. Doing a good job of "preventing foreign imports" in the United States is very important to ensure China's economic development, social stability and people's health and safety. The embassy in the United States once again reminded the particularity of international travel during the epidemic and strongly appealed to continue to adhere to the principle of "non-emergency, non-necessity, no travel".
(two) be sure to integrity testing and reporting, to ensure that the test data is true and effective. Tampering with the test report or inviting others to "impersonate" to participate in the test is suspected of endangering public safety in a dangerous way, and many people have been seriously investigated for legal responsibility. The above behavior may also lead to re-adjustment and tightening of testing requirements before going to China.
(c) Some passengers refer to the positive result of acupuncture as "false positive". After consulting professionals, the possibility of "false positive" of nucleic acid and antigen detection is extremely small. When different testing institutions issue positive and negative reports at the same time, the negative report is more likely to be "false negative". In addition, the "inconclusive" test result does not mean invalid test, but refers to the problems that have been detected, but it is not enough to be marked as positive according to American regulations.
The embassy has repeatedly reminded relevant testing institutions to standardize testing procedures and try to avoid false inspections. At the same time, it also reminds passengers to treat the test results that are unfavorable to them objectively and rationally, be honest and trustworthy, and be responsible for the health of themselves and passengers on the same plane.
According to domestic requirements, the embassy in the United States must comprehensively consider various factors (especially the examination and issuance of health codes during international transit). Even if the applicant meets all the above application conditions, it may not be possible to obtain a health code. Please determine your travel plan according to your own economic situation and travel necessity, so as to avoid economic losses caused by unsuccessful refund.
(5) According to the requirements of domestic testing standards, relevant laboratories may constantly update and improve testing equipment or reagents, and have to hire extra staff to work overtime on weekends and nights, resulting in higher testing prices than similar local testing. Please contact the laboratory in advance to prepare for information and psychology.
(6) If the health declaration, test and question and answer previously issued by the embassy in the United States are inconsistent with this notice, this notice shall prevail.
