Our city is one of the cities that promoted community construction earlier in China. After more than 20 years of practical exploration, community construction is developing in the direction of orderly management, civilization and peace, and has now formed a unique "Shenyang model" for community construction, and has achieved a series of gratifying achievements:

(A) increase investment, community infrastructure has been significantly improved.

1. Community size and staffing tend to be rationalized. At present, there are 1043 communities in the city, with an average scale of 1947 households (640 in 5 districts of the city, 2280 households); Through the examination, 9092 community workers were recruited, 3 177 members were elected by community committees, 5,739 community officers and 176 full-time secretaries; College degree or above accounted for 87.2%, with an average age of 38; After the emergence of new communities, community workers have been trained on a large scale, and community rules and regulations, residents' conventions and residents' autonomy regulations have been generally re-improved and improved.

2. The community infrastructure has improved significantly. After nearly three years' efforts, the total area of community public houses has increased from less than 50,000 square meters three years ago to 343,000 square meters, and the per capita area has increased from less than 40 square meters to 348 square meters (4 19 square meters in five districts of the city). One station with four rooms (service station, office, activity room, police room and health room) covers an area of 200,000 square meters (average 203 square meters); The owner's guild hall and health center cover an area of 6.5438+0.43 million square meters, which basically changed the situation that the community infrastructure has lagged behind the rapid development of community construction for a long time.

(B) people-oriented, community functions to further improve.

1. The community service network has been continuously improved and the service field has been continuously expanded. District-level community service centers have been built in five districts of the city, and streets (towns) and community service centers have developed to 148. Last year, there were 1000 community service outlets nationwide, with nearly 30,000 people directly engaged in community service. Various community service outlets in the city have carried out more than one service project 100. Through the implementation of "one-stop" service, different levels of public service platforms have been built, providing high-quality and convenient community services for the masses and meeting the service needs of the masses at different levels, which has played an important role in assisting in handling subsistence allowances and promoting home-based care for the elderly. "Poverty alleviation supermarkets" at different levels in districts, streets and communities have effectively solved the different lives of poor people.

2. The comprehensive functions of the community have been continuously improved. Implement the "community employment project" and actively develop community employment posts. In the past two years,1960,000 unemployed people have been resettled through community employment projects. Environmental improvement projects such as "community greening, courtyard beautification and corridor purification" have been carried out, and a number of "garden-style communities" have been created in the city. There are 54 community health service centers and 0/04 community health service stations, basically forming a six-in-one urban community health service system (prevention, medical treatment, health care, rehabilitation, health education and family planning guidance) centered on residents' health.

(3) The construction of democratic politics at the grassroots level has been steadily advanced, and the awareness of democratic participation of community residents has been significantly enhanced.

The Municipal Party Committee and the Municipal Government have successively issued Opinions on Strengthening Community Construction (Shen Weifa [1999] 15), Opinions on Further Strengthening Community Construction (Shen Weifa [2002] No.33) and Interim Measures for Community Work in Shenyang (Order of the Municipal Government [2002] 6544

2. The operation mechanism of community work is gradually standardized. Establish a new system of community work with community party organizations as the core of leadership, community members (representatives) congress as the highest decision-making body, community committees as the executive body, and community consultation and deliberation committees as the consultative and deliberative bodies. A community construction operation mechanism led by the Party committee and government, led by the civil affairs department, widely participated by all sectors of society, based on new community organizations, and continuously expanded and improved community service functions has been initially formed.

(3) Improve the community service system, expand the field of community service, and improve the quality of life of residents.

1. Improve service facilities. Fully consider the different conditions and needs of newly-built communities and original communities, centers and remote communities, business districts and pure residential areas, and adopt new construction, renovation, adjustment and enjoyment according to local conditions to solve the problem of lagging community service facilities. For new communities, we should encourage and support the construction of new communities with optimized systems and perfect functions; For communities with strong driving ability, we should actively promote "grafting" and "reorganization" between communities to promote the enjoyment of resources; For old communities, it is necessary to explore the working mechanism of socialized operation of community public resources. Public welfare institutions invested by the government should first open to the society, and formulate relevant preferential policies to encourage other social units to open to the society.

We should broaden the service field. Accelerate the construction of city, district, street and community service centers, and establish community service centers integrating public services, market services and voluntary services. Start the home-based pension project, improve the social assistance project, expand the laid-off re-employment project, implement the comprehensive environmental improvement project, develop community health undertakings, promote the industrialization of community services, do a good job in serving vulnerable groups such as the elderly, the disabled, the entitled groups and the poor, and gradually bring the floating population into the vision of community services so that they can enjoy the fruits of community development.
