Because the real estate registration work is scattered in many government departments, each government department independently manages the real estate registration work, which hinders the development of real estate registration informatization to some extent. In recent years, China is stepping up the research on the integration of real estate registration information data and the construction of management platform, which has had a far-reaching and tremendous impact on the development of real estate registration and effectively promoted the development of real estate information registration management.

On the basis of full investigation, research and analysis of existing real estate (land, houses, etc.). ) Based on the Provisional Regulations on Real Estate Registration and existing relevant laws, regulations, standards and norms, through combing the business processes of land, housing and related rights registration and combining the management needs of unified registration of real estate such as land and housing, a real estate registration and certification system is constructed to realize real estate registration. By formulating the standards and norms for the integration, database building and exchange of real estate registration data, a real estate registration data resource system with unified standards, comprehensive content, clear time sequence, mutual correlation, reasonable layout and real-time update is basically formed; Realize real-time online sharing of real estate registration information, approval and transaction information; To realize the integrity, accuracy and reliability of information enjoyed by public security, civil affairs, finance, taxation, industry and commerce, finance, auditing and statistics departments at the same level; Finally, all kinds of real estate will be transformed from decentralized registration to unified registration, and comprehensive and unified supervision of real estate will be realized to ensure the safety of real estate transactions and protect the legitimate rights and interests of real estate owners.

According to the relevant work arrangements of the central government and the province, in order to complete the unified registration of real estate in an all-round way, on the basis of fully understanding the Provisional Regulations on Real Estate Registration, in accordance with the requirements of the Provisional Regulations on Real Estate Registration and the standards for information construction, with the goal of building a practical and standardized application system and database, the unified registration of real estate information such as land and houses is realized. At present, the basic data about real estate integration are mainly concentrated in the real estate registration bureau. There are many problems, such as the data of land archives is not electronic, the data of real estate has no vector coordinates, and the data of land registration has no fixed coordinate datum. Require real estate data integration: unify integration standards and standardize construction plans; Strengthen integration and dig deep into the value of data; Strengthen inspection to ensure data quality; Inheritance and sustainability of data.

2. Realization of the basic platform of real estate registration management.

2. 1 Overall framework of foundation platform

Under the guidance of the overall framework of the national real estate registration information management platform, we will build a real estate registration data collection and integration service and a real estate registration and certification system, integrate real estate registration resources and application services, and provide services in a unified configuration, centralized management and scheduling. Real estate registration data integration and real estate registration and certification system construction will adopt mature and reliable software products such as Oracle and ArcGIS, design based on service-oriented architecture (SOA), and use excellent enterprise software development framework to develop and establish system application framework. The multi-layer structure combining C/S and B/S ensures the superiority of the system. The overall framework is shown in Figure 2 below:

2.2 deployment mode

Centralized deployment mode is adopted, that is, the real estate business application system and real estate database are deployed in the real estate registration bureau. In terms of system deployment, the network distributed B/S operation mode is adopted, and the real estate registration business management and real estate data sharing are realized through the real estate business private network. The county-level real estate registration institutions are connected to the municipal level through the real estate business private network for real estate business handling, information sharing and inquiry. On the basis of the private real estate business network, it provides * * * access, query and analysis services for real estate registration data, and provides data push * * access services for real estate and other related approval and trading departments. The system realizes the reporting of real estate registration data to the provincial platform through the land and resources business network. By connecting with the Internet, it provides public inquiry function and public inquiry service (see Figure 3).

The system realizes the network and information management of the whole process of real estate registration application, acceptance, audit, registration, certificate replacement, payment and certification, and filing. Through the standardization and normalization of real estate file management, the effective integration of electronic files, the effective management of file data security and the efficient use of file information can be realized.

The real estate registration database management system is a data collection that covers the real estate registration result data organized and stored according to a specific strategy, organizes, stores, manages, maintains and updates all kinds of data related to real estate registration information in a unified way, and meets the requirements of real estate registration data inspection and warehousing, organization and management, query and retrieval, import and export, data distribution, thematic production, update and maintenance, log management, monitoring and early warning, etc.

For land, housing construction, forestry, agriculture and other transaction approval departments, real-time exchange of real estate registration-approval-transaction information can be realized. Under the new development situation, it is of great practical significance to do a good job in the research of real estate registration information data integration and the construction of management basic platform.
